Your team

You will be part of the Directorate General Market Infrastructure and Payments, more precisely the Directorate Digital Euro, which started the digital euro preparation phase in November 2023. The focus is now on building on the findings from the investigation phase and further laying the groundwork for a digital euro. 

In your role as a Sourcing Specialist for the digital euro, you will be part of the team responsible for all digital euro procurement activity, with a specific focus on selecting providers for the development and subsequent operations of the components of the digital euro. 

You will work in close collaboration with teams in your own and other directorates. You will report to the Team Lead Sourcing.

Your role

As a Sourcing Specialist you will:
  • support the preparation of tender documentation for components of the digital euro in cooperation with the project team, including organising and taking part in coordination meetings;
  • review and support functional and non-functional business requirements, product propositions, designs, user stories and associated procurement documentation to ensure consistency;
  • prepare public tender procedures to establish new framework agreements with providers;
  • prepare call-offs under existing framework agreements;
  • participate in the evaluation and negotiation phases of tender procedures;
  • help to develop a provider management framework;
  • help to develop the functional and technical design together with the distribution model within the vendor landscape.

Qualifications, experience and skills

Essential: 
    • a bachelor’s degree or equivalent in finance, accounting, business administration, economics, mathematics, computer science or another relevant field (see How you can join us for details on degree equivalences);
    • a minimum of 2 years of professional experience in the field of requirements drafting and business analysis of modern IT architectures; of which a minimum of 1 year of experience in conducting commercial procurement procedures.
    • excellent drafting skills and the ability to present complex matters simply and clearly;
    • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired:
    • ITIL certification;
    • experience in coordinating the input of multiple stakeholders to ensure successful delivery of the needed procurement documentation;
    • working knowledge of EU procurement law and related international procurement standards and procedures;
    • experience in establishing cooperation agreements with other Eurosystem National Central Banks;
    • experience in drafting requirements for payment systems and/ or experience in contract and vendor management;
    • a sound understanding of project management methodologies and techniques.

Further information

The contract offered will be fixed term until 31 January 2026.

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
