Your team
You will lead the Directorate General Information Systems, which provides the IT systems of the ECB and comprises around 300 members of staff.
Our Directorate General develops, delivers and supports the information and communication systems of the ECB, the Eurosystem/European System of Central Banks (ESCB) and the Single Supervisory Mechanism (SSM) – the system of banking supervision in Europe.
We work closely with business stakeholders and external partners to deliver a wide range of services and we undertake projects in areas such as end-user computing, networking, security operations, and application development, support and maintenance. We also provide governance frameworks (including IT architecture and security policies) for the common systems and services of the Eurosystem/ESCB.
We are currently undergoing a major cultural, organisational and technological transformation (Cloud, Agile, DevOps, etc.) establishing the foundations for a new IT operating model.

Your role
As Director General Information Systems, you will:
- be a visionary leader and strategic, innovative thinker, who can steer the implementation of a vision for information systems at the ECB in line with the ECB, the Eurosystem/European System of Central Banks (ESCB) and the Single Supervisory Mechanism (SSM) strategic direction, while generating maximum business value;
- steer the digital transformation of the ECB in collaboration with other business areas and stakeholders;
- ensure the delivery of major IT modernisation projects by identifying and overcoming technical challenges and optimising our strategic vendor management;
- ensure the provision of timely and effective IT services in a resilient, secure and cost-effective way;
- ensure high cybersecurity requirements are upheld in order to keep the ECB safe and capable of delivering on its mandate;
- drive the Directorate General’s ongoing cultural, organisational and technological transformation (Cloud, Agile, DevOps, etc.);
- stay up to date with evolutions in technology that add value to ECB business operations;
- assess IT workforce needs and develop a strategy for meeting them;
- foster strong and productive relationships with the heads of all ECB business areas in order to ensure IT alignment and to act as a change agent who can assess the latest technologies and act as a valued partner for external and internal stakeholders while promoting the ECB’s shared values;
- represent the Directorate General and the ECB at, and/or chair, a wide range of internal and external committees, working groups and high-level forums.

You will report to the Chief Services Officer, who reports to the ECB’s Executive Board via the President of the ECB.
Qualifications, experience and skills
Essential:
- a master’s degree or equivalent in information technology, computer science, computer engineering, physics, mathematics, business, economics, law or another relevant field (see How you can join us for details on degree equivalences);
- in addition to the above, a minimum of eight years’ leadership experience with proven success as a technology executive in a variety of IT roles with increasing levels of responsibility;
- experience in leading and motivating a large team (100+ people) of highly qualified managers and staff from diverse backgrounds within an organisation of a comparable size to the ECB;
- a track record in defining IT strategy together with a target architecture;
- excellent communication and collaboration skills and an ability to build strong relationships and successful partnerships with ECB internal and external stakeholders;
- professional experience in vendor management;
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
Desired:
- experience of working in a multicultural and multilingual environment;
- experience in delivering large-scale IT transformation in a constrained environment (in terms of budget, security, regulation, etc.);
- experience in managing resilient IT services;
- experience in Cloud and DevOps transformation;
- familiarity with the tasks and functions of central banks and banking supervisory authorities, and knowledge of the working methods of the Eurosystem, the ESCB and other EU institutions.
