Your team

You will be part of the Chief Services Office (CSO) and its Innovation Hub. 
The Innovation Hub will be responsible for:

  • fulfilling the ECB’s responsibilities towards the Bank for International Settlements’ Innovation Hub (BISIH) and the Eurosystem; 
  • steering innovation within the ECB, driving its innovation agenda, and ensuring efficient usage of human and financial resources for innovation across all ECB business functions.

The Innovation Hub will catalyse and align the ECB’s internal and external innovation initiatives on three levels – strategy, coordination and execution. The Hub will be established under the CSO to develop an ECB-wide function to steer and support innovation.

The Hub will help pioneer technology and transform processes to provide more robust and automated solutions, as well as synergies, across the organisation. It is our goal to enable innovation and agility at the ECB, and to explore new technologies and creative ideas. Your role

As a Strategy and Innovation Expert, you will:

  • contribute to the ECB’s innovation strategy;
  • develop an organisation-wide innovation process, framework and governance;
  • work with colleagues across the organisation in order to gather user insights, and develop new business opportunities and innovation roadmaps;
  • keep abreast of emerging technologies, trends and practices, and in doing so recommend solutions for research and development as well as evaluating their relevance for the ECB; 
  • promote and foster innovation within the ECB, sharing experiences and best practices, as well as inspiring colleagues to face their business needs in a creative way; 
  • organise international meetings and foster relationships with the Eurosystem central banks;
  • define and coordinate the ECB and Eurosystem contributions to the BISIH Eurosystem Centre;
  • brief and support ECB senior management on matters related to the BISIH and other external innovation initiatives.

Qualifications, experience and skills

Essential: 

  • a master’s degree or equivalent in business administration, economics, political science, computer science, engineering or another relevant field (see How you can join us for details on degree equivalences);
  • in addition to the above, a minimum of five years’ experience in innovation and change management in the financial sector; 
  • a sound understanding of the financial system and its interdependencies, as well as topics such as financial market infrastructures and central bank digital currencies;
  • experience with ideating, leading and executing financial technology innovations;
  • proven experience of transforming a multitude of complex processes so as to provide more robust and automated solutions and synergies across organisations; 
  • a track record of achieving results and solutions in a changing environment while collaborating with a variety of international stakeholders, using your well developed skills in influencing, networking and strategic communication;
  • excellent drafting skills; 
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired:

  • an understanding of IT project management methodologies, including agile approaches;
  • experience with facilitation and methodologies such as design thinking;
  • experience in applying the lean start-up methodology.

Further information

The formal title for this position will be Organisational Excellence Expert. 

The contract offered will be fixed-term, the appointment being for three years as of the exact starting date of the selected person.

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
