Your team
You will be part of the Analytical Domain Services Division in the Directorate Information Systems. Our Division has around 70 staff responsible for the data-centric services and applications used by the ECB’s statistics, economics and research business areas. We also manage the enterprise data platform that supports data scientists across the ECB.
The Division focuses on IT services supporting the collection, processing, analysis and dissemination of data. We are currently working on migrating our IT services to the cloud and modernising the underlying technology stack to take advantage of the opportunities that the cloud has to offer. We are also positioning our data-centric platforms as state-of-the-art solutions for a future European System of Central Banks/Single Supervisory Mechanism data and analytics environment.
In your role as Senior IT Service Coordination Expert, you will be part of a team of seven members of staff responsible for the ECB’s SPACE service, which enables self-service data science for time series-based economic indicators produced by the Directorate General Statistics, Directorate General Economics, Directorate General Financial Services and many other ECB business areas. SPACE is an IT service that caters for a large number of statistical data processes, follows the Generic Statistical Business Process Model and uses the Statistical Data and Metadata eXchange standards. SPACE relies on Hadoop technologies, including Apache HBase, Kafka, HDFS, and Impala.

Your role
As Senior IT Service Coordination Expert you will:
- coordinate the work of the SPACE team to ensure a stable and secure IT service for the production of time series statistics;
- engage and collaborate with the service owner in Directorate General Statistics, acting as the main counterpart;
- ensure service availability and lead interactions with business areas on a daily basis, including in crisis situations;
- report on service performance and take proactive steps to maintain or further improve it;
- manage the external service provider(s) and related contract(s);
- maintain and implement a roadmap with functional and technical service improvement measures.

Qualifications, experience and skills
Essential:
- a master’s degree or equivalent in information systems, computer science, computer engineering or another relevant field (see How you can join us for details on degree equivalences);
- in addition to the above, a minimum of seven years’ experience in managing complex IT services with more than 500 end users;
- experience in managing data science or equivalent self-service platforms with more than 300 power users;
- experience in managing the production of critical IT services, handling incidents and coordinating efficient problem-solving for complex IT services;
- experience in establishing and maintaining customer relationships and leading a team of experts;- expertise in solutions for large-scale data processing and transformation (Hadoop, Apache HBase) and data science and data engineering tools (including Python and/or R);
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
Desired:
- experience with cloud-based architectures;
- experience migrating IT services to the cloud;
- expertise in horizontally scalable, containerised microservices;
- experience in managing budget;
- experience of public procurement.

Working modalities
To enable the Division to maintain its business continuity capability, you will occasionally be expected to perform work during non-standard working hours and work at the ECB’s standby sites.
Further information
Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
