Your team

You will join the Market Infrastructure Support Division in the Directorate General Market Infrastructure and Payments. Our Directorate General has around 150 staff working to ensure that Europe’s financial markets can rely on safe and efficient market infrastructure. We strive to achieve this while embracing innovation and contributing to further European integration.

Our Division provides transversal services that support the Eurosystem’s TARGET Services (T2, T2S, TIPS and the upcoming ECMS). This includes testing new TARGET Services and releases, interacting with stakeholders and financial market participants and carrying out tasks associated with the second line of defence for TARGET Services (e.g. operational risk management, cyber resilience, information security, and compliance).  

In your role as Market Infrastructure Specialist, you will be part of the Division’s Market Infrastructure and Payments (MIP) Compliance Team. This dynamic team of five members of staff is responsible for coordinating and monitoring the compliance of TARGET Services with the relevant laws, regulations and standards. It also coordinates the monitoring and follow-up of recommendations/requirements resulting from audits, oversight reviews and external examination exercises.

Your role

As a Market Infrastructure Specialist you will:

  • provide the MIP Compliance Team with support in its role as qualified counterpart/ intermediary between market infrastructure regulatory bodies, ECB Oversight and the TARGET Services Operator; 
  • engage and collaborate with the TARGET Services Operator in all matters regarding compliance with oversight, regulatory and legal requirements/recommendations;
  • foster a smooth exchange and treatment of personal data protection matters with the TARGET Services Operator, as well as with the ECB’s Data Protection Office.

Qualifications, experience and skills

Essential: 
  • a bachelor’s degree or equivalent in law, finance, business administration, information technologies, economics or another relevant field (see How you can join us for details on degree equivalences);
  • in addition to the above, a minimum of one year's experience (including traineeships) in the field of financial market infrastructures, either in (i) oversight, supervision or compliance monitoring and coordination or (ii) the monitoring and coordination of matters relating to the General Data Protection Regulation (GDPR);
  • experience dealing with different stakeholders and working as part of a multidisciplinary and highly technical team;
  • a good knowledge of compliance frameworks such as the Principles for Financial Market Infrastructures and/or the GDPR; 
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired: 
  • a good understanding of one or more TARGET Services, and of the interdependency between these services and financial market participants at a European and global level;
  • a certification in compliance-related matters, such as the GDPR (e.g. you are a certified DPO) or internal auditing (e.g. CIA, CISA).
