Your team

You will be part of the Master and Metadata Section of the Analytical Credit and Master Data Division in the Directorate General Statistics. Our Section consists of two teams: the RIAD team, which is concerned with master data management, and the BIRD/SDD team, which is concerned with metadata management. We are looking for candidates for both teams.

In your role as a Data Science Analyst in the RIAD team, you will join a team of around ten members of staff responsible for the collection, quality assurance and dissemination of entity master data on some 13 million counterparties of the European System of Central Banks (ESCB) in the Register of Institutions and Affiliates Data (RIAD) in support of key ECB functions. The RIAD team works in close cooperation with national central banks (NCBs) and national competent authorities (NCAs) participating in the RIAD Hub Network (RHN). This work includes monitoring data quality, supporting users and other stakeholders, gathering and assessing user needs for entity master data and group information, and tracking their implementation in close collaboration with IT service providers.

In your role as a Data Science Analyst in the BIRD/SDD team, you will join a team of around ten members of staff responsible for developing the Banks’ Integrated Reporting Dictionary (BIRD) and the Single Data Dictionary (SDD). The BIRD is a collaborative initiative between authorities and the banking industry to create a harmonised and redundancy-free data model that specifies how data can be extracted from banks’ internal IT systems to fulfil multiple regulatory requirements, while the SDD is aimed at integrating and describing in a unique way datasets used at the ECB, fostering data integration in various initiatives within the ESCB and with other authorities.

Your role

As a Data Science Analyst in the RIAD team you will:

  • coordinate the RIAD operational tasks (overseeing the publication of the lists of financial entities or the daily checks) to ensure smooth support for users and connected client systems;
  • cooperate closely with system providers in the implementation and testing of new requirements and improving the stability and performance of the RIAD platform, contributing to the follow-up and resolution of incidents;
  • oversee work on the unique identification of entities recorded in the system and data enrichment, exploiting all possible sources available for non-EU resident corporates, while ensuring that international standards are properly reflected in RIAD;
  • support all RIAD users and stakeholders with methodological and technical assistance around entity master data, including those exchanged with the European Banking Authority (EBA);
  • perform data analyses, draft documents and make presentations to the RHN, other ESCB committees and external stakeholders.

As a Data Science Analyst in the BIRD/SDD team you will:

  • develop further the BIRD/SDD metadata and data models by including updated or new information for various regulatory requirements in a standardised way;
  • engage and collaborate with multiple stakeholders (e.g. researching, summarising and discussing topics of interest to the banking industry);
  • support your line management in the preparation and communication of complex topics for internal and external audiences;
  • support multiple projects/initiatives within the ESCB and beyond regarding data integration (e.g. the Integrated Reporting Framework (IReF) initiative and ESCB working groups);
  • research regulatory requirements for the purpose of finding and describing similarities and differences between them.

Qualifications, experience and skills

Essential for both profiles:

  • a bachelor’s degree or equivalent in statistics, data science, mathematics, economics, physics, engineering or another relevant field (see How you can join us for details on degree equivalences);
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages;
  • good communication and drafting skills; 
  • experience of collaboration with internal and external teams. 

Essential (for RIAD): 

  • advanced programming skills in both Python and SQL;
  • good knowledge of at least one of the following programming languages/technologies: Spark, R, R Shiny, Tableau, Hadoop; 
  • good knowledge of relational database models (e.g. Oracle); 
  • experience of working with large-scale and complex granular datasets, including developing data quality assessment tools and processing and analysing data.

Essential (for BIRD/SDD): 

  • good knowledge of at least one of the following programming languages: Python, R, SQL, Java;
  • experience with data modelling (e.g. entity relationship models), metadata models (in at least one of the following: SDMX, SMCube, DPM) and data dictionary definitions and methodologies;
  • business knowledge of regulatory reporting (e.g. AnaCredit, FINREP, COREP); 
  • an advanced conceptual and theoretical background in developing new metadata concepts. 

Desired (for RIAD): 

  • knowledge of statistical and other international standards and their application in the context of the ESCB;
  • understanding of institutional and legal frameworks governing the collection, quality management and dissemination of entity master data.

Further information

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.

Some of the contracts will be convertible into permanent contracts after three years subject to individual performance and organisational needs.
