Your team

You will be part of the Governance and Transformation Services Division. Our Division has over 50 staff members providing horizontal services in the areas of communication, service delivery and optimisation, financial management, vendor and service management, digital transformation and quality management. We are currently working on transforming working practices and on fostering collaborative and cross-functional approaches with a focus on people, flexibility, learning and results. 

In your role as a Project Portfolio Management Analyst, you will be part of a resourceful and energetic team responsible for optimising project delivery culture and frameworks, as well as equipping managers and project managers with the skills they need for project success and recovery.

Your role

As a Project and Portfolio Management Analyst, you will:

  • analyse project and portfolio data and information, with the aim of improving data quality, identifying trends and providing early warnings to project managers, steering groups and the steering committee;
  • identify planning issues in the sequencing and scheduling of activities, with a focus on lessons learnt and analytics;
  • validate and evaluate project proposals and business cases as part of biannual demand planning and budgeting for projects;
  • improve the operational efficiency of first-level functional support on operational issues for projects, using a range of tools including robotic process automation, dashboards and chatbot technology;
  • monitor and control projects by preparing regular analyses of data quality, key project performance indicators and qualitative aspects;
  • gather and analyse stakeholder feedback on the different ways to improve project planning, reporting and risk management;
  • provide analytical support to taskforces and working groups in the area of project and portfolio management.

Qualifications, experience and skills

Essential: 

  • a bachelor’s degree or equivalent in business administration, information technology, finance, computer science or another relevant field (see How you can join us for details on degree equivalences);
  • in addition to the above, at least one, ideally two, years’ experience in the field of project and portfolio analysis, including the analysis of business cases and project performance parameters;
  • experience in evaluating project proposals and business cases that facilitate planning, monitoring and controlling projects and investments, including the preparation of management documentation;
  • experience in developing automation solutions for data quality and evaluation within short timeframes; 
  • a sound understanding of the principles and frameworks governing successful project management in a fast-paced, international environment with multiple stakeholders;
  • experience in applying creativity and presenting impactful proposals to reshape work practices;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired: 

  • knowledge of analytical tools such as DISC, Tableau, and robotic process automation;
  • familiarity with using enterprise resource planning systems such as SAP or project and portfolio management software.

Working modalities

We would be happy to discuss a part-time arrangement for this role.

Further information

The contracts offered will be fixed-term, the appointment being for 12 months as of the exact starting date of the selected person.

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
