Your team
You will be part of the Market Infrastructure Development Division in the Directorate General Market Infrastructure and Payments (DG/MIP). Our Directorate General has around 150 staff who seek to ensure that Europe’s financial markets can rely on safe and efficient market infrastructures, while embracing innovation and contributing to further European integration. Our responsibilities are threefold: we provide payment and securities settlement infrastructure under the TARGET Services brand; we monitor the performance of financial market infrastructures and payment instruments; and we work with the financial sector to promote innovation and harmonisation of business practices across Europe.
In your role as Market Infrastructure Project Management Specialist you will be part of the Securities team. Together with other experienced Financial Market Infrastructure Experts and Specialists, you will focus primarily on TARGET2 Securities Evolution and Change and Release Management. You will manage various project workstreams and tasks on a daily basis and ensure the delivery of quality products within the constraints imposed. You will contribute to change and release management processes and update the relevant operational and functional framework. Your responsibilities will include assessing functional specifications and reporting processes irregularities, as well as proposing solutions and mitigation actions to minimise the related risks. Interaction with all relevant stakeholders (such as Eurosystem national central banks as service providers, market players and other divisions within as well as outside DG/MIP) will be an integral part of your responsibilities.

Your role
As Market Infrastructure Project Management Specialist, you will:
- support the implementation and maintenance of operational process frameworks, change and release management processes, and the planning and risk management processes used for the Eurosystem’s market infrastructure projects;
- contribute to the initiation and management of projects related to securities settlement systems and financial services market infrastructures by translating objectives into business requirements;
- prepare and review functional and/or technical specifications and support the coordination of the design options decided with the service provider;
- establish and maintain good stakeholder management and communication, and support the running of the Eurosystem’s market infrastructure governance groups, which include market participants within and outside of the Eurosystem.

Qualifications, experience and skills
Essential:
- a bachelor’s degree or equivalent in business administration, economics, finance, project management, STEM (science, technology, engineering or mathematics) or another relevant field (click here for details on degree equivalences);
- in addition to the above, a minimum of one year of experience in functional and/or technical design in the area of securities settlement systems, and/or in product development in financial services market infrastructures;
- a good understanding of the operational and functional framework in which securities infrastructures operate, and especially of change and release management processes;
- experience of managing the lifecycle of a business process in the securities settlement area;
- an understanding of the interdependencies between market infrastructures and players in the financial markets with a view to developing further functional and technical specifications;
- experience of presenting complex functional and/or technical topics in a clear and concise manner to internal and external audiences;
- strong interpersonal and communication skills, and experience in dealing with the challenges of stakeholder management given that we work with external working groups;
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
Desired:
- knowledge of project management methodologies (e.g. PM2, PMP).
