Your team

You will be part of the Securities and Derivatives Section in the Oversight Division of the Directorate General Market Infrastructure and Payments. Our Directorate General has 140 staff who ensure that Europe’s financial markets can rely on safe and efficient market infrastructures, while embracing innovation and contributing to further European integration. We provide payment and securities settlement infrastructures under the TARGET Services brand, promote innovation and the harmonisation of business practices across Europe, and oversee market infrastructures and payments. The Securities and Derivatives Section comprises 15 members of staff who oversee post-trade market infrastructures, prepare Eurosystem assessments in the context of activities related to central counterparties (CCPs) and central securities depositories, and contribute to post-trade-related legislation by providing input for the related ECB policy stance.

In your role as an Infrastructure Oversight Specialist, you will be part of the analytical team working in European and international fora to inform the ECB and Eurosystem oversight stance. You will also contribute insights from data analytics to support the oversight of financial market infrastructures, in particular CCPs.

Your role

As an Infrastructure Oversight Specialist you will:
  • use advanced programming skills to analyse large-scale granular datasets in order to gain policy and research insights;
  • conduct ad hoc analyses related to the functioning of financial market infrastructures, in particular CCPs, taking into account developments in financial markets, new technologies, security threats and vulnerabilities, and climate change;
  • prepare tables, charts and other analytical material and draft regular reports for the ECB’s line management and senior management;
  • cooperate with colleagues from other ECB business areas and with counterparts in European and international authorities;
  • present results and insights to the ECB’s line management and senior management, as well as other stakeholders, in internal and external meetings.

Qualifications, experience and skills

Essential: 
  • a bachelor’s degree or equivalent in finance, economics, business administration, science, technology, engineering, mathematics or another relevant field (see How you can join us for details on degree equivalences);
  • in addition to the above, a minimum of one year’s professional experience of data analysis in one or more of the following fields: the oversight, supervision, auditing and/or operation of financial market infrastructures;
  • experience in analysing large and/or complex datasets (with proficiency in at least one of the following languages: Python, MATLAB, SQL);
  • a good understanding of securities and derivatives markets, financial market infrastructures and their interdependencies (gained, for instance, in your university studies, traineeships and/or professional experience);
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages

Desired: 
  • proven experience in conducting analysis based on data reported under the European Market Infrastructure Regulation and/or the Securities Financing Transactions Regulation;
  • a good understanding of the role of CCPs in financial markets and of CCP risk management practices (gained, for instance, in your university studies, traineeships and/or professional experience).
