Your team
You will be part of the Securities and Financial Markets Data Division in the Directorate General Statistics (DG/S). With around 50 staff, our Division develops, tests and operates large-scale micro data systems, including the Centralised Securities Database, the Securities Holdings Statistics Database and the system that supports the production of the euro short-term rate and money market statistical reporting. These systems are operated across several countries alongside other members of the European System of Central Banks (ESCB). Your work will therefore involve cooperating with other authorities and organisations that source and use micro data.
You will work in the Securities Data Section, where you will help develop and scale up the ECB’s statistical systems and data processing strategy to improve data integration and system performance, capturing changing market behaviour and varying data user needs. In your role as Data Science Expert you will facilitate seamless collaboration between the statistics and IT functions responsible for system development. Your main tasks will thus include standardising underlying methodologies and automating data processing, as well as conducting statistical analysis and data quality assurance.
You will work closely with users of micro data and related statistics in different ECB business areas, including those in banking supervision, with various teams in the Directorate General Statistics, as well as with statisticians working in national central banks and other institutions.
The ECB is an inclusive employer and we strive to reflect the diversity of the population we serve. We encourage you to apply irrespective of age, disability, ethnicity, gender, gender identity, race, religious beliefs, sexual orientation or other characteristics.
Your role
As a Data Science Expert you will:
- oversee the day-to-day management, receipt, processing and quality checking of statistical micro data, and compile and disseminate the results;
- support the development, integration and maintenance of the respective statistical data systems to increase capacity, performance and automation – which includes scoping, prototyping and testing new application releases;
- maintain documentation, database algorithms and end-to-end data flows from a business perspective;
- contribute to further standardising and integrating the different statistical systems;
- mine existing data and foster the efficient generation of new statistical output products by linking, filtering and enriching existing data to serve user needs at short notice – which includes using quantitative statistical methods to exploit all available data;
- design and develop new statistical frameworks and datasets with colleagues in DG/S and other business areas and users at the ECB, national central banks, national competent authorities (e.g. banking supervisors), Eurostat and other stakeholders;
- prepare notes for meetings of the ESCB Statistics Committee and its working groups, and support other colleagues in DG/S in preparing press releases and briefing material for members of the Executive Board, the Supervisory Board and the Governing Council;
- manage large-scale datasets and develop related IT systems.
For this role we are seeking candidates who demonstrate the potential for growth, and we will support the selected candidates in developing the required knowledge, skills and competencies.
The position offers you excellent opportunities to develop and work on large-scale micro data systems that are integral to policy making at the ECB. You will be part of a multicultural team that strives for continuous innovation to make a positive impact on the lives of European citizens.
Qualifications, experience and skills
Essential:
- a master’s degree or equivalent in data science, finance, statistics, economics, mathematics, computer science or another relevant field (click here for details on degree equivalences);
- in addition to the above, a minimum of three years’ professional experience, preferably in statistics or financial markets;
- experience in scoping, developing, testing and operating large-scale micro data systems;
- analytical and quantitative skills, with experience in large-scale micro data analysis and prioritised quality assurance, and the ability to define and apply data concepts, procedures and methodologies;
- programming skills and experience in using statistical software and other IT applications, such as SQL, R and Python, and visualisation tools (R-Shiny and Tableau);
- an understanding of the latest database technologies and strategies in order to be able to inform discussions with the IT function on enhancing the support of different usage models;
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
Desired:
- ability to explain complex technical issues in simple, non-technical language to different stakeholders and draft appropriate documentation, with the aim to encourage and motivate less technical colleagues to get involved in the world of large-scale micro data;
You engage collaboratively with others. You pursue team goals and learn willingly from other people’s diverse perspectives. You signal any need for change by explaining it and proposing alternative solutions. You analyse complex information effectively and can evaluate different views to arrive at solutions. You know and anticipate stakeholder needs.
You are motivated to be part of our team and to develop and use your skills and competencies to achieve the aims of this position.
