Your team
You will be part of the Talent Management Division in the Directorate General Human Resources. Our Directorate General has over 100 professionals providing HR services to over 3,800 ECB employees. We enable our colleagues to excel, every day.
Our Division designs and implements talent management frameworks and solutions that take into consideration employees’ experience, their growth and development and the needs of the organisation. We devise HR solutions and policies across a range of fields, such as talent acquisition, employer branding, promotions, internal and external mobility, performance management and feedback, strategic workforce planning, development, staff engagement, organisational culture, HR communications and much more. We are conducting similar work with national central banks and supervisory authorities across Europe.
We are looking for two Senior HR Solutions Experts to join our dynamic team of approximately 35 committed professionals from diverse backgrounds. In your role, you will develop, implement and lead key talent programmes and solutions at the ECB. You will contribute to work on one or more of the fields listed above, bringing to the table HR expertise, business acumen, the capacity to make data-driven decisions, digital dexterity and versatility in conducting a wide array of activities.

Your role
As a Senior HR Solutions Expert, you will:
- identify, anticipate and assess business and workforce needs;
- review and develop HR policies and solutions from their conception to full implementation;
- engage with and advise stakeholders from both within the ECB, HR and beyond, and externally;
- contribute to our digitalisation agenda by delivering new solutions and continuous improvement;
- plan, lead and deliver projects, which entails monitoring and evaluating progress, providing advice and demonstrating effective stakeholder management skills;
- ensure data-driven talent management decisions through metrics and surveys to measure impact and progress;
- integrate diversity, equity and inclusion into the talent solutions;
- draft documents such as memos, briefings, policies and other communications for the ECB’s decision making bodies.

Qualifications, experience and skills
Essential:
- a master’s degree or equivalent in a field relevant to HR, such as HR management, business administration, occupational psychology, organisational behaviour, employment relations, law or another relevant field (see How you can join us for details on degree equivalences);
- in addition to the above, at least seven years of in-depth, hands-on experience, in talent management preferably within large multicultural organisations;
- a proven ability to develop and implement HR policies and solutions preferably within large multicultural organisations;
- expertise in driving change management and continuous improvement whilst monitoring and measuring impact;
- a proven ability to interpret and visualise data, and to then guide and advise colleagues within the team on its content;
- a sound understanding of the best HR practices, including current and future policies and trends;
- an ability to interact and collaborate with stakeholders at different levels, acting as a centre of expertise;
- excellent drafting skills and a capacity to summarise information for a wide variety of stakeholders, including senior management and the Executive Board;
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
Desired:
- experience in conducting qualitative research, such as surveys, focus groups and literature reviews;
- experience in conducting engagement surveys, from design to communication activities and follow up actions;
- expertise in working methodologies and processes such as Agile, Design Thinking and Lean Management.

You signal any need for change by explaining it and proposing alternative solutions. You analyse complex information effectively and can evaluate different views to arrive at solutions. You know and anticipate stakeholder needs.

One of the contracts offered will be fixed-term, the appointment being initially until 31 December 2024. The second contract will be convertible into a permanent contract after three years subject to individual performance and organisational needs.
Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
