Your team

You will join the Governance and Transformation Services Division, which acts as a cross-functional service platform for the various teams that operate under the ECB’s Chief Services Office (CSO). Together, those CSO teams have a total of over 800 staff, who deliver internal ECB services in the fields of administration, human resources, IT and finance.

Our Division has more than 70 staff providing horizontal services in the areas of communication, service delivery and optimisation, financial management, vendor and service management, digital transformation and quality management. We are currently striving to enhance working practices across the various CSO teams, fostering collaborative and cross-functional approaches with a focus on people, flexibility, learning and results.

In your role as a Financial Management Administrator, you will be part of a team of eight staff who are responsible for ensuring that all purchasing processes for goods and services within the CSO areas run smoothly and comply with ECB rules, thus allowing those areas to maximise the cost effectiveness of their services. For this, you will liaise closely with the requesting areas, as well as working hand in hand with the teams responsible for financial, contract and service management, accounting and budgeting.

Your role

As a Financial Management Administrator with responsibility for purchasing, you will:

  • engage and collaborate with service and project coordinators, budget managers and other stakeholders to deliver purchasing and invoicing services in a timely and accurate manner, while managing stakeholders’ expectations;
  • process purchasing requests and incoming invoices on the basis of the ECB’s established standards, procedures and contracts, and in accordance with the team’s operating model, while liaising with internal and external stakeholders to clarify requests and resolve issues in line with procurement, legal, budget and accounting standards;
  • support budget and commitment monitoring processes through regular monitoring and maintenance activities in liaison with financial management and budget experts;
  • contribute to the further development and implementation of the Division’s procure-to-pay, financial management and contract administration processes (with a focus on automation, as well as efficiency and quality gains) in collaboration with the Accounting Section, particularly as regards the operational efficiency of purchasing and invoice management;
  • participate, as required, in the general innovation and improvement activities promoted by the Division, in partnership with other teams and divisions in the CSO areas.

Qualifications, experience and skills


  • a bachelor’s degree, relevant vocational training or equivalent experience in business administration, accounting, finance or another relevant field (click here for details on degree equivalences);
  • in addition to the above, a minimum of three and ideally five or more years’ experience of financial management, particularly as regards the processing of purchases and invoices;
  • a sound understanding of budgeting and accounting standards and practices, as well as operational accounting matters;
  • at least three years’ operational and administrative experience in facility management and/or premises, IT, human resources or finance;
  • advanced end-user knowledge of SAP (MM, FI, CO, VIM, etc.) or another enterprise resource planning system;
  • a track record of teamwork and operational resilience;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.


  • professional certification in the area of purchasing, financial management or accounting (e.g. CIPS or CMA);
  • professional experience in any part of the procure-to-pay value chain;
  • excellent knowledge of the MS Office package.

Full-time hybrid (remote/on-site) work.

Further information

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.

The contract offered will be fixed-term, the appointment being for 16 months as of the exact starting date of the selected person.
