Your team

You will join the Market Infrastructure Support Division in the Directorate General Market Infrastructure and Payments. Our Directorate General has around 140 staff, who seek to ensure that Europe’s financial markets can rely on safe and efficient market infrastructure, while embracing innovation and contributing to further European integration.

The Market Infrastructure Support Division provides transversal services supporting the ECB’s TARGET infrastructure. This includes the testing of new systems and releases, interaction with stakeholders and financial market participants, and tasks relating to the second line of defence for TARGET services (e.g. risk management, cyber resilience, and information security and compliance)..

In your role as a Senior Market Infrastructure Operational Resilience Expert, you will be part of a dynamic team of approximately five people which is responsible at the ECB for operationalising the second line of defence for TARGET services, working closely with experts from the four national central banks that provide services in relation to TARGET infrastructure (the Banque de France, the Banco de España, the Deutsche Bundesbank and the Banca d’Italia). The second line of defence for TARGET services establishes both general and more specific risk management frameworks (e.g. in relation to information security), monitoring the activities of the first line and reviewing its operational risk management (including risk mitigation measures). It reports independently to the Market Infrastructure Board, which is responsible for steering TARGET services and ensuring that they function smoothly.

The ECB is an inclusive employer and we strive to reflect the diversity of the population we serve. We encourage you to apply irrespective of age, disability, ethnicity, gender, gender identity, race, religious beliefs, sexual orientation or other characteristics.

Your role

As a Senior Market Infrastructure Operational Resilience Expert, you will:
  • help to establish and maintain the operational risk management framework for TARGET services and define requirements for tools supporting risk management activities in the first and second lines of defence;
  • contribute to the creation and maintenance of a specialised cyber resilience and information security framework for TARGET services;
  • help to provide a holistic risk assessment covering all TARGET services;
  • review the risk management activities and risk mitigation measures of the first line of defence;
  • contribute to independent risk assessments evaluating the activities of the first line of defence;
  • contribute to compliance activities carried out by the second line of defence (e.g. by coordinating activities, following up on recommendations by the overseer and/or external examiners, or documenting TARGET services’ compliance with GDPR).
This position will offer excellent opportunities to work in a dynamic environment and help to increase the resilience of one of the world’s largest financial market infrastructures. You will be part of a multicultural team that strives for continuous innovation to make a positive impact on the lives of European citizens.

  • a good knowledge of standards and guidelines relating to cyber resilience, information security, business continuity and risk management (e.g. the ISO 27000 and/or ISO 31000 families) and/or relevant compliance frameworks (PFMI, GDPR, etc.);
