Your team
You will be part of the Talent Management Division in the Directorate General Human Resources. Our Directorate General has over 100 staff providing services to more than 4,000 employees. Our Division designs and implements talent management frameworks that take into consideration employees’ experience, their career development journey, and organisational needs. In this context, we design HR solutions and policies for talent acquisition and development, including hiring and onboarding services, promotions, internal and external mobility, performance management and feedback, and learning and development. We also develop and implement similar initiatives in partnership with national central banks and supervisory authorities in Europe.
In your role as an HR Solutions Analyst, you will be part of a team of approximately 35 colleagues which coordinates, develops, implements, and oversees HR initiatives. You will be part of a smaller team where the key focus is on career development, performance management, strategic workforce planning and other talent management practices.
You will join a dynamic team, to which you will bring quantitative and qualitative analytical skills, aptitude for helping develop the talent platform, and versatility in conducting a wide array of activities, from procurement to policy development.

Your role
As an HR Solutions Analyst you will:
- identify and assess workforce and business needs as well as the impact of plans and solutions by using quantitative and qualitative analytical techniques;
- contribute to our digitalisation agenda with involvement in preparing specifications and defining concrete operations and processes;
- develop expertise in our talent platform’s HR solutions in order to troubleshoot, act as a business analyst, perform testing and identify any areas for improvement;
- contribute to project planning, monitoring, evaluation and reporting on HR solutions and policies, and identify any areas for improvement;
- support the procurement of services under the Division’s scope, e.g. talent acquisition, consultancy, etc.;
- prepare documentation and presentations such as memos, briefings, and minutes.

Qualifications, experience and skills
Essential:
- a bachelor’s degree or equivalent in a field relevant to human resources (such as human resources management, business administration, occupational psychology, organisational behaviour, employment relations or law), or another relevant field (click here for details on degree equivalences);
- in addition to the above at least one year of HR experience, preferably in talent management;
- proven ability to conduct quantitative analyses, including statistical reporting, data analysis and interpretation, data visualisation and data management;
- ability to conduct qualitative research, including surveys, focus groups, literature reviews, etc.;
- technological aptitude and an affinity for IT platforms;
- ability to interact with and influence stakeholders at different levels from a position of Centre of Expertise, giving advice to HR colleagues in other teams and divisions as well as to staff, when needed;
- excellent drafting skills and a capacity to synthesise information, considering a wide variety of stakeholders while displaying a very good understanding of the topics in question;
- an advanced knowledge of Excel;
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
Desired:
- experience with procurement of services, especially public procurement;
- knowledge of business analysis processes and business process design;
- intermediate skills in a statistical software package (such as SPSS, R, Python, or MATLAB).
