Your team

You will be part of the Information Governance Division in the Directorate General Secretariat. Our Division has about 50 staff providing the policy framework, services and tools to ensure that ECB staff can access and make the most of internal and external knowledge and information. 

We are currently working on the digital transformation of our library to provide both content and tools and services for the retrieval and use of online information. We are also developing our range of services to strengthen the ECB’s knowledge management function and collaboration capabilities. Meeting the evolving information needs of our users remains the main mission of the Division.

In your role as Librarian/Knowledge Management Specialist you will be part of the dynamic and service-oriented Library Services team of seven members of staff responsible for: 
  • providing knowledge and information management services to the ECB’s business areas;
  • facilitating and supporting the research activities of the ECB by running a comprehensive search and enquiry service (using both online and print resources); 
  • managing the library’s print and online collections and ensuring that the resources continue to meet users’ information needs;
  • contributing to the library transformation activities, such as the new library space refurbishment, the development of training sessions on search skills, the design of the new library app and other activities which may arise from time to time;
  • supporting the ECB’s knowledge management roadmap by taking part in the Division’s knowledge management activities.
You will work closely with colleagues across the Division, as well as economists, researchers and other ECB experts working on central banking topics.

Your role

As a Librarian/Knowledge Management Specialist you will:
  • engage and collaborate with stakeholders to identify and deliver knowledge and information management solutions tailored to their needs;
  • support the introduction and deployment of knowledge and information management services;
  • develop and maintain knowledge of users’ information needs with a view to designing and delivering innovative information services;
  • provide research and information services using print and online resources;
  • establish and maintain automated newsletters for monitoring external information;
  • develop and maintain knowledge of information resources in selected topics and collaborate with colleagues on collection development, including product evaluation and testing.

Qualifications, experience and skills

Essential: 
  • a bachelor’s degree or equivalent in library science, information management, knowledge management or another relevant field (click here for details on degree equivalences);
  • in addition to the above, a minimum of two years’ relevant professional experience delivering knowledge, library or information management services; 
  • a proven understanding of knowledge management; 
  • experience in gathering stakeholders’ information needs and identifying opportunities to deliver knowledge and information services;
  • effective communication skills, including active listening, the ability to adapt your communication style to the audience, the ability to share ideas with others and public speaking;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired: 
  • experience of searching and using business, economic or financial information resources;
  • professional experience with an integrated library management system (e.g. Ex Libris Alma);
  • advanced skills in using standard MS Office applications (such as Word, Excel and PowerPoint);
  • experience of using information search techniques with both print and online resources.

The formal title for this position will be Information Management Specialist.
The contract offered will be short-term ESCB/IO, the appointment being for 12 months as of the exact starting date of the selected person, extendable to up to 36 months.
