Your team

The ECB’s Directorate General Human Resources has over 100 professionals providing services to over 3,800 employees. 

In your role as Director General, you will be leading – together with your Deputy – a team of three Heads of Division and an extended HR leadership team, delivering data-driven solutions that inspire our people: together we enable ECB employees to excel, every day.

You will report directly to the Chief Services Officer, who manages administrative services, finance, IT services, and human resources, and reports to the ECB’s Executive Board via the President of the ECB. The CSO is also responsible for the strategic planning process, organisation-wide projects and strategic initiatives, and for developing and maintaining ECB’s operational risk and business continuity frameworks. 

We have embarked on strengthening the agility of the HR function, promoting a stronger customer orientation and reliance on well-developed HR analytics and systems. New HR solutions have changed the way we attract and develop talent, helping us to nurture an inclusive environment that responds to people’s aspirations and takes care of their well-being.

You will be joining the ECB at a time when the post-pandemic hybrid working model is being shaped and key choices are being made in relation to mental and physical well-being, the digital and physical workplace, collaboration, and environmental sustainability.

Your role

You will be an inspirational leader with a hands-on approach, a team player with strong interpersonal skills, and a strategic and innovative thinker. 

As Director General Human Resources you will:

  • lead the Directorate General Human Resources in collaboration with the Deputy Director General, which will include developing its strategy, leading its staff, managing work programmes and monitoring progress, and planning its workforce and resources;
  • shape the way the Directorate General Human Resources operates, ensuring the delivery of future-oriented, state-of-the-art HR management solutions, processes and tools with a focus on the further development of HR-related IT systems and analytics;
  • foster active collaboration across all HR teams, establish strong partnerships with other ECB business areas and promote effective staff relations;
  • act as catalyst for change in the light of emerging HR trends and new technologies;
  • lead and support the implementation of the ECB’s gender diversity strategy and the leveraging of diversity and inclusion as an organisational asset;
  • provide advice to the Executive Board and the Governing Council, as well as to the Chair, Vice-Chair and the ECB members of the Supervisory Board and the Chief Services Officer, raising important issues proactively and providing input for their decisions;
  • work actively with national central banks and supervisory authorities as well as relevant EU and international institutions to support the development of a modern and dynamic international HR approach at the ECB, as well as interact with ECB staff representation bodies and with stakeholders in the European System of Central Banks/Single Supervisory Mechanism Social Dialogue;
  • represent the Directorate General Human Resources and the ECB at internal and external meetings including the Human Resources Conference, chairing as appropriate, and maintain excellent working contacts with the member institutions of the Eurosystem and the Single Supervisory Mechanism as well as other relevant international and European organisations.

Qualifications, experience and skills


  • a master’s degree or equivalent in HR management, business administration, law, economics, public administration or another relevant field (click here for details on degree equivalences);
  • in addition to the above, a minimum of eight years’ experience in the HR function with exposure to the design of policies and frameworks, their implementation or their day-to-day application (for example, in the areas of talent acquisition, learning and development, career development, compensation and benefits, health and wellbeing, strategic workforce planning, HR analytics and reporting or working culture);
  • a minimum of ten years’ experience in leadership roles; 
  • a track record of leading and delivering successful implementation of a transformation strategy in the business including change management;
  • a track record of leading a diversity and inclusion agenda;
  • a track record of fostering effective staff relations, and ideally, leading the social dialogue with the social partners;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

  • ten years’ experience in senior leadership roles in a global entity or international organisation, preferably in an international or global HR function;
  • a track record of leading and managing a team of highly qualified managers and staff with diverse, preferably multinational, backgrounds; 
  • a track record of driving innovation while maintaining high-quality and people-centric services;
  • a track record of establishing effective networks and partnerships and of managing stakeholders;
  • a track record of embedding the latest HR trends in the business context, and “cutting through the issues” to solve them through a customer-oriented approach;
  • experience in designing and applying employment and social security law frameworks that are not based on national legislation;
  • a track record of advising at board level on complex people management issues.
