Your team

You will be part of the digital euro project team in the Directorate General Market Infrastructures and Payments (DG-MIP). DG-MIP has around 150 staff providing market infrastructures (TARGET2, T2S, TIPS, ECMS), oversight of market infrastructures and payment systems, and catalyst functions in the areas of market integration and market innovation. 

Our Directorate General hosts the ECB’s team working on the possible future issuance of a digital euro for retail payment services, which is also a transversal Eurosystem team including other business areas at the ECB as well. 

In your role as team lead for the business requirements and sourcing team for the digital euro project, you will coordinate the team’s work to deliver the business and technical requirements for a digital euro and to prepare the proposal for the sourcing strategy for potential future project phases in line with the design (to be decided) for a digital euro.

Your role

As a Team lead for business requirements and sourcing for the digital euro you will:
  • lead the drafting of business and technical requirements for a digital euro proposal and its testing strategy, and coordinate and work with different stakeholders to ensure that the requirements fully cover the business architecture and business model decisions for a digital euro;
  • lead the work to define the sourcing strategy for future project execution phases, defining the validation criteria for the different alternatives for the provision of a digital euro and defining the evaluation criteria for assessing providers’ offers for the potential development and operation of a digital euro; 
  • manage the business requirements and sourcing team and organise the team’s activities to complete the work as defined in the project investigation phase plan;
  • present business requirements and sourcing proposals to the digital euro project decision-making bodies and other internal and external stakeholders.

Qualifications, experience and skills

Essential: 
  • a master’s degree or equivalent in business administration, computer science, economics, finance, law, political science, project management, STEM (science, technology, engineering or mathematics), or another relevant field (click here for details on degree equivalences);
  • in addition to the above, a minimum of five years’ professional experience, in the private sector or in a central bank, coordinating business and testing requirements for complex projects in the retail payments industry and a track record in successfully delivering them through a sound understanding of the software development lifecycle, including process analysis, design, configuration, testing and deployment to production; 
  • at least three years’ experience in managing teams of highly qualified experts in an international context;
  • strong expertise in assessing modern retail payment solutions, encompassing both the front-end and back-end, to fit business requirements, including evaluating external providers’ offers;
  • strong analytical and communication skills, particularly with presenting complex topics;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.


Desired: 
  • experience in communicating with multiple stakeholders from diverse backgrounds (consumers, technology providers, etc.) in a multicultural environment;
  • knowledge of current discussions surrounding central bank digital currencies;
  • professional experience in strategic sourcing for IT projects.
