Your team

You will be part of the Governance and Transformation Services Division, which acts as a cross-functional service platform under the management of the Chief Services Office (CSO). The CSO units comprise more than 800 staff who provide internal administration, human resources, information systems and financial/budgetary services to the ECB.
In your role as Service Optimisation Expert, you will be part of a team of around 50 members of staff who provide horizontal services in the areas of communication, service design, delivery and optimisation, and financial, performance and quality management. We are currently striving to transform our overarching working practices by fostering collaborative and cross-functional approaches with a strong focus on people, flexibility, learning and results.
This position is in the Division’s Service Optimisation team. You will join a dynamic multi-skilled team of experts who seek to continuously improve their services, both across the CSO units and beyond, and to optimise and innovate in terms of the way that the organisation operates.

Your role

As a Service Optimisation Expert in lean management you will:

  • further develop and implement the ECB’s lean management framework, which aims to improve and/or re-engineer services, with a focus on people, tools, processes and products; 
  • engage with other CSO units, as well as other business areas throughout the bank, to provide training and coaching in leveraging lean management techniques so as to increase value added for customers by adopting lean approaches;
  • maintain and develop further our lean academy by training individuals and teams at white, yellow and green belt level, as well as by defining, steering and coaching lean projects that deliver tangible results;
  • contribute to identifying opportunities for new and optimised services;
  • participate in and lead squad improvement initiatives together with groups of multi-skilled experts;
  • foster the ECB’s lean community by preparing lean conferences and workshops to foster knowledge-sharing and experience inside and outside the ECB.

Qualifications, experience and skills

Essential: 
- a master’s degree or equivalent in business administration, finance, computer science, computer engineering or another relevant field  (click here for details on degree equivalences);
- in addition to the above, a minimum of seven or more years’ experience  in leading lean projects, and ideally, at least five years’ professional experience in service design, performance and optimisation within internal administration services; 
- hands-on professional experience in lean management and in the rollout of lean management programmes, with a proven track record in delivering business value and waste reduction;
- sound conceptual, facilitation and design skills, with a strong focus on customer orientation and team collaboration;
- an understanding of the concepts of service landscape, service catalogue and service delivery models;
- black belt certification in lean management, supported by a portfolio of lean projects, 
- experience in designing and delivering lean training programmes, including coaching team members; 
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages,

Desired: 
- knowledge of service provisioning (e.g. service-level management, contract administration and financial matters);
- professional experience in service design and design-thinking.

Further information

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
