Your team

You will be part of the newly created ECB Data Office within the Directorate General Statistics.

As a cross-business area function, the Data Office is a central part of the ECB’s institutional data management function, which promotes an institution-wide data management and governance framework. The purpose of the Data Office is to provide a single and sustainable user experience when working with data that are available across the institution. First, this involves making sure that data are managed in an integrated way, enabling end-to-end digitalised, scalable and reproducible advanced analytics. Second, it entails handling and collecting data efficiently, avoiding duplication of data and ensuring a systematic closing of data gaps.

As Data Architect you will report to the Head of the ECB Data Office and collaborate closely with IT architects. You will also contribute to the Data Committee, which is chaired by the Chief Data Officer and consists of Director Generals from across the data- intensive business areas. The Data Committee’s main purpose is to ensure that the ECB as a whole manages data as a strategic asset, thereby maximising their usability and availability. In addition, you will collaborate closely with the ECB Data Steward Group, which comprises data management experts from a large number of ECB business areas and supports the work of the Data Committee. 

The Directorate General Statistics has around 350 staff members. We provide statistical products and services, as well as a wide range of aggregated and disaggregated data,. These data inform not only central banking and banking supervision policy decisions, but also the public at large. To achieve this, we work in close collaboration with the entire European System of Central Banks (ESCB), national competent authorities and the Single Supervisory Mechanism, Eurostat, the banking industry and other international bodies. 

You would be joining the Directorate General at an interesting and challenging time. We are currently working on modernising the data culture of the ECB, ESCB and the Single Supervisory Mechanism, improving its fitness for a digital and globalised world in a period of rapid financial innovation.

Your role

As Data Architect you will:
  • help to set up the Data Office and determine its strategic priorities; 
  • guide and oversee the development and implementation of solutions to organise data for effective retrieval and knowledge sharing, in line with ECB rules and legal requirements;
  • assume responsibility for and ensure the quality of extensive data sets, solving very complex and/or sensitive problems with a strategic focus;
  • proactively identify and anticipate evolving stakeholder needs, advise stakeholders on data issues – particularly with a view to supporting policy decisions and policy-relevant analysis, and review solutions from the perspective of stakeholder needs;
  • coordinate the drafting of business requirements for IT projects, ensure progress towards a common data architecture across the ECB and consistency across different systems, and support further standardisation and integration of different statistical datasets and systems, including datasets from external sources;
  • ensure the right balance between protection and sharing in governance and solutions;
  • coordinate projects and/or teams, supervise performance and give guidance on development to the team members;
  • develop and implement a plan for organising reference documentation for a common ECB data architecture and data flows, which should provide for meeting business needs, data uniqueness, security requirements and re-usability.

Qualifications, experience and skills

Essential: 
  • a master’s degree or equivalent in economics, statistics, data science or another related field (click here for details on degree equivalences);
  • in addition to the above, a minimum of five years’ experience at expert level in data management or data office-related topics, in particular data architecture;
  • at least two years of professional experience as a data architect within either the banking industry, a body regulating the banking industry, a standard-setting body or an international statistical organisation;
  • excellent stakeholder management skills, including strong facilitation, drafting and verbal reasoning skills, to enable you to communicate about complex topics with a multitude of stakeholders across different seniority levels;
  • professional experience in project management and change management;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired:
  • familiarity with the tasks and functions of a central bank, as well as knowledge of the working methods of the Eurosystem, the ESCB and other EU institutions.
