Your team

We are looking for HR Solutions Analysts to join the Directorate General Human Resources. Our Directorate General has over 100 members of staff who provide operational, talent management and advisory services to approximately 5,000 ECB employees.

As an HR Solutions Analyst, you will work collaboratively with HR professionals and internal stakeholders to ensure effective workforce planning, improve processes and implement talent development initiatives.

Your role

As an HR Solutions Analyst, you will support either the HR Central team or one of our three divisions: Business Partnering, Employee Services and Talent Management. More specifically:

  • In the HR Central pre-litigation team, you will support senior management with formal internal procedures, including appeals and disciplinary cases. You will liaise closely with colleagues in HR and other business areas. You will also prepare documentation and presentations, and assist with information, knowledge and document management.
  • In the Business Partnering Division, you will support strategic initiatives, talent acquisition and staff relations. You will help develop and implement policies related to diversity and inclusion and employee relations. You will also provide analytical support to assess and improve working culture and engagement levels.
  • In the Talent Management Division, you will help develop and improve leadership development and performance management frameworks. You will help design programmes that facilitate career growth, internal mobility and skills development. You will collaborate with external partners (e.g. national central banks and national competent authorities) to develop and coordinate talent management initiatives. You will also conduct data-driven analysis to assess the effectiveness of career and leadership programmes.
  • In the Employee Services Division, you will help manage processes and policies related to  compensation, benefits, working conditions, staff health and well-being, pensions and insurance. You will help develop and improve HR systems in collaboration with the Directorate General Information Systems. You will develop data science solutions and conduct analysis to inform solution design and decision-making. You will explore new tools, test prototypes, transform and visualise HR data, define models and support implementation. You will also help with ad hoc reporting, user support and system maintenance.

Qualifications, experience and skills

Essential:
  • a bachelor’s degree or equivalent in HR (such as HR management, business administration, occupational psychology, organisational behaviour, employment relations or law) or another relevant field (see How you can join us for details on degree equivalences);
  • in addition to the above, a minimum of two years’ HR experience, preferably in recruitment and talent acquisition, compensation and benefits, employee relations, pension and/or insurance administration, learning and development, HR analytics and reporting or labour law and compliance;
  • proven experience in conducting quantitative analyses, including statistical reporting, data analysis and interpretation, data visualisation and data management;
  • proven experience or relevant qualifications in two or more of the following fields: artificial intelligence systems and applications, IT programming, process automation and digitalisation, legal understanding, project management, change management, service design, and research design and methodology;
  • experience working in a multinational environment;
  • proficiency in Microsoft PowerPoint, with the ability to produce professional presentations, visually compelling reports and data-driven HR insights, including charts, graphs and structured layouts for executive-level communication;
  • strong experience in providing customer service and stakeholder management;
  • excellent drafting skills and the ability to synthesise information, considering a wide variety of stakeholders while displaying a good understanding of the relevant topics;
  • an ability to adapt to a fast-paced environment and take on a variety of HR-related tasks;
  • a strong analytical mindset with a keen interest in continuous learning and professional development;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Further information

The contract offered will be fixed-term, the appointment being for 12 months as of the exact starting date of the selected person.

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
