Your team
You will be part of the Governance and Transformation Services Division, which acts as a cross-functional service platform under the management of the Chief Services Office (CSO). Consisting of over 800 staff, the CSO delivers internal ECB services in administration, human resources, information systems and finance.
Our Division has over 50 staff providing horizontal services in the areas of communication, service delivery and optimisation, financial management and quality management. We are currently working on transforming working practices across the CSO, fostering collaborative and cross-functional approaches with a focus on people, flexibility, learning and results.
We are looking to recruit two Senior Vendor Management Experts to join the Division’s Vendor and Service Management (VSM) team. The VSM team is primarily responsible for the CSO Service Catalogue, for monitoring and analysing the performance of internal services and for supporting ECB business areas with strategic sourcing, contract management and vendor relationship management. The team includes several Vendor and Service Management Experts.
The work of one Senior Vendor Management Expert will focus on the areas of strategic sourcing, contract administration, performance and risk management, and vendor relationship management. It includes close daily interaction with vendors and internal stakeholders, particularly in the field of facility management services provided by external vendors. You will perform your responsibilities and achieve your objectives in full alignment and collaboration with the different divisions within the Directorate Administration (D/A). The work may also include providing support to D/A in the areas of service level management and customer dialogue in relation to the services that the Directorate delivers to internal customers in the Bank.
The second Senior Vendor Management Expert will focus on service management and on vendor management, primarily related to the IT field. In the field of service management, you will support the Directorate General Information Systems (DG/IS) in the areas of service level management and customer dialogue in relation to the services that the Directorate General delivers to internal customers in the Bank and to other central banks. In the field of vendor management, your work will focus on supporting DG/IS in the areas of strategic sourcing, contract administration, performance and risk management, and vendor relationship management. It includes close daily interaction with vendors and internal stakeholders. You will perform your responsibilities and achieve your objectives in full alignment and collaboration with the different divisions within DG/IS.

Your role
As a Senior Vendor Management Expert, you will:
- manage a portfolio of vendors and contracts in the area of either IT or Facility Management, in close collaboration with the staff and management of the different business areas;
- manage a portfolio of internal service level agreements and support the business area (DG/IS or D/A) in its measurement and enhancement of the performance of the services it provides to its customers;
- engage and collaborate with colleagues and management from the different business areas along the complete lifecycle of the contracts included in your portfolio: from the sourcing strategy phase, through the supplier selection and contract implementation phases, to the renewal or termination of contracts;
- provide support to the business areas to ensure sufficient levels of alignment between the services provided by the vendors and the services that they provide to their own customer base;
- actively contribute to the development of data analytics in the area of vendor and service management for the support of all business areas;
- foster the ongoing transformation and continuous improvement of the services offered by the business areas in the areas of strategic sourcing, contract management, vendor relationship management and service management;
- actively seek and implement the continuous elimination of waste and constant improvements in efficiency in the area of vendor and service management.

Qualifications, experience and skills
Essential:
- a master’s degree or equivalent in engineering, computer science, business administration or another relevant field (click here for details on degree equivalences);
- in addition to the above, at least seven years’ experience in the areas of vendor management and service management (for the position allocated to IT services and contracts) or in vendor management (for the position allocated to facility management contracts);
- experience in the design, implementation and continued improvement of services, processes and tools in the areas of strategic sourcing, contract management and vendor relationship management;
- experience using data analytics in the assessment of contract, vendor and service performance with a view to making actionable and plausible recommendations for improvement;
- a proven ability to negotiate and conclude agreements with internal stakeholders and vendors;
- knowledge of market trends, vendors and their pricing models, service delivery and performance management, and relevant innovations in the field of facility management;
- proven experience and a strong interest in customer experience and orientation;
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for languages.
Desired:
- German level B1;
- experience in or knowledge of the financial aspects of contract and vendor management;
- experience in the management of multi-supplier integration situations.
