Your team

You will be part of the Governance and Transformation Services Division, which acts as a cross-functional service platform for the teams that operate under the ECB’s Chief Services Office (CSO). Together, the CSO areas have a total of over 800 staff members, who deliver internal ECB services in the fields of administration, human resources, information systems and finance.

Within our Division, over 70 staff members provide horizontal services in the areas of communication, service delivery and optimisation, financial management, vendor and service management, digital transformation and quality management. We are currently striving to enhance work procedures in the CSO areas, by fostering collaborative and cross-functional approaches with a focus on people, flexibility, learning and results.

We are looking to recruit two Senior Project and Portfolio Management Experts. In your role, you will be part of a resourceful and energetic team responsible for optimising the project delivery culture and framework, as well as equipping managers and project managers with the skills they need for project success and recovery.

Your role

As a Senior Project and Portfolio Management Expert, you will:

  • develop the ECB’s project management framework and culture, and integrate the European Commission’s Project Management methodology (PM²) into the ECB’s project and portfolio management software solution, establishing training and coaching, the project management portal and a community of practice;
  • engage effectively with managers and project managers to lead and guide projects, maximising business value for the ECB by balancing quality, time and resources;
  • represent the Division, take an active role in the onboarding of new teams and divisions, and create communities for knowledge exchange and collaboration across the ECB;
  • further enhance the ECB’s project delivery culture and consistently apply project management standards, frameworks and tools, as well as promote the management and sharing of knowledge.

Qualifications, experience and skills

Essential: 

  • a master’s degree or equivalent in business administration, information technology, finance, computer science or another relevant field (click here for details on degree equivalences);
  • in addition to the above, at least seven years of experience in project and portfolio management, including advising, consulting and managing projects in accordance with rigorous and high-quality project management standards (preferably PM², PMBOK or PRINCE2) and agile development frameworks (e.g. Scrum);
  • a detailed understanding of the principles and frameworks governing successful project management in a fast-paced business environment, including quality planning, project/milestone planning, risk management, dependency management and reporting;
  • a track record in establishing effective project governance and related services - planning, reporting, training, risk management and project reviews;
  • a good awareness of the other aspects of the Division’s work, including vendor and contract management, financial management and/or quality management;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired: 

  • experience of working in a fast paced, international environment with multiple stakeholders;
  • familiarity in using enterprise resource planning systems such as SAP or project and portfolio management (PPM) software.

Working modalities

To enable the Division to maintain its business continuity capability, you will occasionally be expected to perform work during non-standard working hours.

Further information

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
