Your team

You will be part of the Market Infrastructure Development Division in the Directorate General Market Infrastructure and Payments. Our Directorate General has 255 staff working to ensure that Europe’s financial markets can rely on safe and efficient market infrastructure, while embracing innovation and contributing to further European integration. The Market Infrastructure Development Division oversees the evolution of the Eurosystem’s market infrastructures for securities settlement and payments. Together with the relevant stakeholders across Europe, we coordinate T2, TIPS and T2S developments within the European System of Central Banks.

In your role as Senior Market Infrastructure PM Expert, you will be part of a team of nine members of staff responsible for enhancing T2S via the change and release management processes, onboarding new entities to our TARGET Services and supporting new initiatives in the area, such as the Eurosystem’s exploration of novel technologies. You will work closely with EU central securities depositories (CSDs) and national central banks (NCBs) as users of T2S and occasionally with market contact groups and associations (e.g. AMI-SeCo) and EU oversight and supervisory authorities (e.g. ESMA).

Your role

As a Senior Market Infrastructure PM Expert, you will be responsible for T2S change and release management activities, focusing on the work of technical groups e.g. the Change Review Group (CRG) and the Project Managers Group (PMG). In this role, you will:

  • manage and contribute to the preparatory work for, and follow-up to, the meetings of T2S technical groups;
  • chair change and release management meetings with the relevant internal and external stakeholders e.g. PMG release monitoring meetings;
  • manage and coordinate change management activities e.g. registering new CRs, being responsible for their functional review, analysing design options and ensure consistency between CRs scope and the T2S functional architecture, reviewing the user requirements or functional/technical specifications of T2S against the CRs;
  • plan T2S releases, manage release scoping activities, monitor the progress of T2S releases and prepare release quality indicators and post-mortem reports;
  • engage and collaborate with the relevant stakeholders (CSDs, NCBs, service providers, T2S technical groups, other TARGET Services) to clarify functional/technical matters, cross-service impacts and next steps;
  • contribute to periodically review the efficiency and effectiveness of the T2S change and release management process;
  • manage change and release management dossiers for approval by T2S governance bodies, and present CRG/PMG updates regularly to the T2S governance bodies and other technical groups; 
  • support and guide junior colleagues in their day-to-day activities.

Qualifications, experience and skills

Essential: 

  • a master’s degree or equivalent in business administration, economics, international relations, political science, project management, information technology, finance or another relevant field (see How you can join us for details on degree equivalences); 
  • in addition to the above, a minimum of seven years’ professional experience in the field of securities settlement or payments within a major financial market infrastructure, a financial institution or a central bank, of which at least three years’ experience in project management;
  • a sound knowledge of T2S from a functional and technical architecture point of view;
  • proven experience in:
    • addressing challenging situations surrounding stakeholder management needs, conducting negotiations involving both internal and external parties and facilitating mutually acceptable solutions;
    • handling multiple assignments, prioritising tasks and monitoring progress in numerous processes simultaneously.
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired: 

  • experience in project management in the securities settlement or payments field, with TARGET Services or other, similar market infrastructures;
  • professional experience in service management in the securities settlement or payments field, preferably with TARGET Services or other, similar market infrastructures;
  • professional experience with the ISO 20022 standard, particularly in securities settlement information interchange between financial institutions;
  • proven experience of analysing complex information from a variety of sources and handling functional/technical issues from the conceptual stage to their implementation;
  • a project management qualification (e.g. PM2, PMP);
  • a good understanding of the T2S governance and T2S change and release management processes.

Further information

The contract offered will be fixed-term until 31 January 2026. 

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
