Your team

You will be part of the Supervisory Technologies and Data Section (Prudential Domain Services Division) in the Directorate General Information Systems. Our Section has about 50 staff providing innovative IT solutions and valuable business functionalities for our customers, i.e. Banking Supervision, Statistics, Macroprudential Policy and Financial Stability, and the European Systemic Risk Board. We are currently working on a range of ambitious supervisory technology initiatives to support and deliver digital innovation across the Single Supervisory Mechanism (SSM) and enhance effectiveness, reduce costs and increase the capabilities of supervisory teams. 

In your role as Senior IT Application Development Expert, you will be part of a team of three members of staff responsible for   the Supervisory Banking Data System (SUBA), our system for the collection of supervisory data for the SSM. The team maintains and constantly evolves SUBA according to business needs and regulatory requirements, working closely with colleagues from Banking Supervision and Statistics as well as from other institutions such as the European Banking Authority, the Single Resolution Board and other National Central Authorities in the SSM.

Your role

As a Senior IT Application Development Expert you will contribute to the improvement and maintenance of our services in line with our business needs and development strategy, working closely with the development team, project stakeholders and IT operations staff.
 
You will also: 

  • coordinate the internal and the external team responsible for developing SUBA;
  • develop key functionalities of the SUBA system related to its core validation and calculation module;
  • coordinate activities to maintain and improve SUBA in line with business needs and development strategy;
  • contribute to the overall delivery approach in the Division to further improve agility as well as time to market for existing and new applications and features;
  • engage and collaborate with SUBA project stakeholders across the ECB at both expert and management level;
  • foster and strengthen the automation and delivery approach for SUBA (Agile, DevOps, test automation, etc.) to improve delivery quality and speed;
  • provide knowledge and expertise to other projects and teams requiring your skillset.

Qualifications, experience and skills

You will bring a strong technical background and experience in development and maintenance of IT services.

Essential: 

  • a master’s degree or equivalent in information technology or another relevant field (see How you can join us for details on degree equivalences);
  • in addition to the above, a minimum of seven and ideally ten or more years’ experience in the field of software development with Java Enterprise technologies; 
  • sound knowledge of the XBRL language and European Banking Authority Implementing Technical Standards on supervisory reporting;
  • professional experience in the following development technologies: the Spring (Boot, Integration, Batch, Core, Security, JMS), Xtext and Querydsl frameworks;
  • professional experience in the following development frameworks and technologies: Apache POI, Backbone.js, Playwright;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired: 

  • knowledge of Cloud technologies (preferably AWS);
  • knowledge of Oracle databases and database performance tuning;
  • experience in Agile methods, e.g. Scrum, Kanban;
  • expertise with Atlassian tools (Jira, Confluence);
  • experience in using and implementing CI/CD pipelines.

Working modalities

To enable the Section to maintain its business continuity capability, you will occasionally be expected to perform work during non-standard working hours.

Further information

The contract offered will be short-term ESCB/IO, the appointment being for 12 months as of the exact starting date of the selected person, extendable to up to 36 months. Candidates must have a contract of employment with their home institution for a period of at least one year beyond the duration of the ECB contract being offered.
