Your team

You will be part of the Business Partnering Division in the Directorate General Human Resources. Our Directorate General has over 100 professionals providing data-driven HR services to more than 3,800 ECB employees. We enable our colleagues to excel, every day.

Our Division is responsible for interactions between HR and the rest of the ECB. Our designated HR Business Partners provide strategic advice to leaders, while the Talent Acquisition team is responsible for sourcing strategies and recruitment. We support employees throughout their career journey via our Employee Partner function and engage with staff representatives and employee/business networks via the Staff Engagement Hub. 

In your role as a Senior HR Business Partner, you will be part of a team of 12 colleagues. You will be an agent of change, proactively bringing the ECB’s People Strategy to life and business areas’ needs to the forefront of the HR agenda. 

You will work closely with the Talent Acquisition Experts and Employee Partners to provide services and advice to a group of assigned business areas.

We are working with other HR divisions and colleagues across the ECB to create a customer-oriented HR function that is more agile and responsive, with an ability to deliver modern HR solutions.

Your role

As a Senior HR Business Partner, you will:

  • provide strategic advice to your clients and together lead strategic initiatives aimed at increasing organisational performance, such as workforce planning, leadership and staff development, talent management, organisational design, succession planning, staff engagement and well-being;
  • build strong collaborative relationships with leaders at all levels in your assigned business areas, in order to become a credible and trusted partner;
  • work with relevant specialist teams, both in HR and in other business areas, to deliver a holistic approach to the full suite of HR services and to improve and streamline policies and processes;
  • participate in, and contribute to, a flow of information that fosters a better understanding of specific business needs, working with colleagues to turn issues into opportunities;
  • draw on your extensive HR knowledge to share best practices and market trends, creating innovative solutions for people management and business decisions;
  • provide extensive metrics, analysis and reporting to your business areas;
  • work with your Diversity and Inclusion Ambassadors to foster diversity and inclusion, tailoring this to each business area, across all HR levers (talent, reward, culture, learning, etc.) in order to create an inclusive culture where each employee feels valued for their uniqueness and is able to maximise their impact.

The Business Partner function has established itself as a strategic partner to the ECB and its leaders. The HR Business Partners act as key account managers, business leaders and strategic advisers, and they operate with a project manager mindset. Qualifications, experience and skills

Essential: 

  • a master’s degree or equivalent, preferably in human resources management, occupational psychology, organisational behaviour, employment relations, business administration, law or another relevant field (see How you can join us for details on degree equivalences);
  • in addition to the above, at least seven years of in-depth, hands-on HR experience, preferably as an HR business partner or in a similar role, in fields such as workforce planning, talent management, leadership development, succession planning, facilitation and organisational and/or business strategy design;
  • proven experience in coordinating projects as well as in driving change and innovation;
  • a strong ability to analyse and interpret data to derive insights that have an impact on the business areas that you advise and support; 
  • excellent negotiation and interpersonal skills, with the ability to think and influence strategically and a natural interest in understanding business drivers, enabling leaders to add value;
  • a strong business acumen and an exceptional ability to build and maintain genuine relationships with multiple stakeholders and business leaders at various levels of seniority, based on mutual trust and respect;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages

Further information

The formal title for this position will be Senior HR Solutions Expert.

The contract offered will be fixed-term, the appointment being until May 2024. 

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
