Your team
You will be part of the Integrated Reporting Framework (IReF) Programme Office in the Directorate General Statistics. Our Directorate General has over 300 members of staff who are responsible for developing and managing datasets that support the tasks of the European System of Central Banks (ESCB) and ECB Banking Supervision.
In December 2021 the ECB’s Governing Council launched the IReF Programme, which aims to fully overhaul the statistical value chain for bank reporting in the ESCB. Following a non-IT design phase, the IReF Programme entered its investigation phase in June 2023, which will involve determining and developing all the elements that need to be in place before the new framework can be implemented.
In your role as Research Analyst, you will contribute to the investigation phase as a member of the IReF Programme Office, which has around 45 members of staff and consists of two teams:
- the Product team, which is responsible for developing the IReF’s product (i.e. the legal framework, the representation model and the implementation model, including the reporting data dictionary), as well as for carrying out associated communication and organisational tasks;
- the Project team, which is responsible for developing the business organisation framework that the Eurosystem will adopt under the IReF and for implementing the business IT requirements for the Common Data Management (CDM) programme of the ESCB and the Single Supervisory Mechanism (SSM).
The CDM programme runs in parallel with the IReF, the aim being to standardise ESCB/SSM data management and to create the IT architecture required, while the IReF represents the first use case of the CDM. You can find out more about the IReF on the ECB’s website.

Your role
As Research Analyst you will:
- contribute to the above-mentioned activities of the IReF Programme Office, drawing on your technical experience to support the team;
- help prepare working groups (such as the Statistics Committee’s Working Group on Integrated Reporting and the Data Dictionary) on European integrated reporting;
- contribute to multiple projects and initiatives on data integration and data analysis using relevant programming and analytical skills;
- engage constructively with the banking industry and other stakeholders, including national central banks and other ECB business areas, to ensure that the IReF is widely accepted;
- support your line management and teams in communicating complex topics to internal and external audiences.

Qualifications, experience and skills
Essential:
- a bachelor’s degree or equivalent in statistics, data science, mathematics, computer science, information systems, economics, physics, engineering or another relevant field (see How you can join us for details on degree equivalences);
- in addition to the above, a minimum of one – ideally two – years’ experience in the field of statistics, statistical reporting, compilation or dissemination, data quality management, data management, economic analysis, financial markets, IT or another relevant area;
- experience in developing or maintaining business processes that support statistical data management and statistical data production (collection, data quality management, compilation and dissemination);
- good communication, document drafting and presentation skills, and the ability to create clear and concise presentations and briefings for diverse audiences;
- strong programming and analytical skills and ideally professional experience using software such as SQL, R or Python as well as in-depth experience of data visualisation techniques (e.g. dashboards) using, for example, Tableau or R Shiny;
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
Desired:
- experience in data integration and the creation of integrated reporting solutions, as well as in building and maintaining microdata sets;
- knowledge of the ECB’s statistical regulations and guidelines (including those covering external statistics and financial accounts) and/or the national reporting frameworks implementing these requirements;
- experience in innovative technologies and IT-related solutions, developments and trends, in particular those relating to the financial industry and cloud-based IT solutions.
Desired for the Product team: - experience in data modelling and data dictionaries including the Data Point Model.
Desired for the Project team: - experience in the implementation of the business IT requirements for systems which collect data from different sources or produce granular and aggregated statistics, as well as in the maintenance and development of these systems;
- experience in working with IT tools, systems data processing databases and data management.

Further information
Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
