Your team

You will join the Internal and External Engagement Division (IEE) in the Directorate General Communications. This Directorate General has around 200 staff members working to maintain and enhance the ECB’s reputation. IEE focuses on making the ECB more accessible to different audiences, while listening to the concerns of colleagues and citizens alike.

You will be part of IEE’s public engagement team, which is responsible for developing and fostering direct engagement with the general public. You will communicate and explain the missions, tasks and policies of the ECB, the Eurosystem and the Single Supervisory Mechanism to the general public, both by dealing with public enquiries and by contributing to the activities of the ECB’s visitor centre. In both cases, you will work closely with counterparts in a variety of business areas (in the fields of both central banking and banking supervision) and engage directly with the general public.

You will ensure the smooth operation of the ECB’s public enquiries function, providing timely and accurate responses to enquiries in accessible language and establishing efficient tools and processes. You will also make strategic recommendations as regards the further development of the public enquiries function and inform the ECB’s communications strategy through effective reporting and identification of topics that require proactive communication with the public.

Your role

As a Public Outreach Expert, you will:
  • assess public enquiries made in French and provide guidance on them;
  • provide – both orally and in writing (after liaising with the relevant experts) – information about the tasks and responsibilities of the ECB, the Eurosystem and the Single Supervisory Mechanism to members of the general public;
  • handle sensitive cases in consultation with the team lead;
  • approve replies drafted by team members (in the most frequently used languages) as necessary;
  • compile quantitative and qualitative data and analyse the team’s activities (which will include the identification of topics requiring proactive communication with the general public);
  • foster engagement with the general public by hosting virtual events and/or onsite activities at the ECB’s visitor centre;
  • be responsible for the further development and enhancement of the ECB’s public enquiries function.

Qualifications, experience and skills

Essential:
  • a master’s degree or equivalent in communication, economics, business, public administration or another relevant field (click here for details on degree equivalences);
  • a proven understanding of economics, monetary policy and/or banking supervision;
  • a clear understanding of the mission, tasks and responsibilities of the ECB;
  • a proven ability to perform the tasks required by the position (e.g. communicating complex subject matter in clear and simple language);
  • proficiency in MS Office (particularly Word, Excel and Access);
  • an advanced (C1) command of English, a mastery-level (C2) command of French and ideally an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired:
  • analytical skills and experience of visual communication (e.g. the creation of infographics).

The contract offered will be fixed-term, the appointment being for 12 months as of the exact starting date of the selected person.

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
