Your team

You will be part of the senior management team in the Directorate General Market Infrastructures and Payments (DG-MIP). Our Directorate General has around 150 staff providing market infrastructures (TARGET2, T2S, TIPS, ECMS), oversight of market infrastructures and payment systems, and catalyst functions in the areas of market integration and market innovation. We are also currently working on the possible future issuance of a digital euro for retail payment services.  

In your role as Programme Manager of the ECB digital euro project you will be part of the senior management team of DG-MIP. You will be the senior manager in charge of the digital euro project. You will be supported by a project team, a product manager and a project manager. You will closely collaborate with the various project stakeholders (the national central banks, consumer and industry associations, other EU institutions, technology providers, etc.). You will chair relevant fora and report to the Director General of Market Infrastructures and Payments.

Your role

As Programme Manager for the digital euro, you will:
  • manage the digital euro project team;
  • coordinate with external and internal stakeholders, including national central banks, EU institutions, non-euro area central banks, international fora, and relevant consumer and industry associations;
  • support the Director General in ensuring the digital euro team collaborates smoothly with the rest of the Directorate General;
  • contribute to identifying use cases for, functional scope of, and possible technical solutions for a digital euro;
  • represent the public face of the ECB’s digital euro work.

Qualifications, experience and skills

Essential: 
  • a master’s degree or equivalent in business administration, computer science, economics, finance, law, political science, project management, STEM (science, technology, engineering or mathematics),or another relevant field (click here for details on degree equivalences);
  • in addition to the above, a minimum of ten years’ professional experience in the payments industry, in the private sector or in a central bank; 
  • a minimum of five years’ experience in a managerial role, preferably in an international environment;
  • working experience of at least five years in managing complex projects and a track record in successfully delivering them, accompanied by strong change management skills; 
  • sound understanding of modern payment solutions, encompassing both the front end and back end, as well as the relevant business models;
  • strong managerial, communication and analytical skills;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired: 
  • work experience both in the private sector (in the area of payments) and in a central bank;
  • experience in communicating with multiple stakeholders from diverse backgrounds (consumers, technology providers, etc.) in a multicultural environment;
  • knowledge of current discussions surrounding central bank digital currencies.

Further information

The formal title for this position will be Principal Adviser. 

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.

The contract offered will be fixed term, the appointment being for two years as of the exact starting date of the selected person.
