Your team

You will be part of the Central Procurement Division in the Directorate Finance. Our Directorate has approximately 100 staff responsible for the financial reporting of the Eurosystem and the European Central Bank (ECB), including the Eurosystem’s monetary income allocation scheme and the ECB’s financial and management accounting services. We also prepare the ECB’s strategic and operational planning, including its annual budget, and maintain the supervisory fees framework. The Directorate is involved in several Eurosystem committees and sub-structures in these fields.

The Central Procurement Division has 24 staff and is responsible for ensuring ECB procurements have a successful outcome by providing central coordination, oversight, advice and support services. In this context, the Division acts as a second level of control and governance for the ECB’s procurement activities. We also develop and implement the ECB’s procedural frameworks for procurement planning, execution and reporting.

In your role as Procurement Expert, you will be part of a team that ensures value for money and compliance with the procurement rules and that aims to identify and offer effective solutions and to facilitate innovation. You will work closely with colleagues from all areas of the ECB and interact with external providers.

Your role

As a Procurement Expert you will:
  • act as a proactive business partner for a portfolio of business areas when they conduct public tenders, three or five-quote procedures or any other procurement procedures, to ensure that the entire procurement process is sound and effective, including establishing sourcing strategies and plans for certain categories of procurements; 
  • provide procurement expertise, advice, guidance and support at all stages of the procurement cycle, covering the full spectrum of procurement-related matters and decision-making;
  • review and approve tender documentation; 
  • participate in the evaluation of offers and in negotiations;
  • act as the single point of contact for all communication with applicants/bidders during public tender procedures;
  • contribute to the collection and analysis of procurement data for decision-making in order to improve the external sourcing of goods and services, and contribute to the overall cost management of the organisation;
  • contribute to developing and maintaining procurement policies, rules, procedures, processes, guidelines and documentation templates.>

Qualifications, experience and skills

Essential: 
  • a master’s degree or equivalent in business administration, economics, law, finance, IT, engineering or another relevant field (click here for details on degree equivalences);
  • in addition to the above, two years of relevant professional experience in the area of procurement and contracts or related areas (e.g. sales, product development or budgeting); 
  • experience in drafting and maintaining commercial or financial management documentation, such as requests for proposals, invitations to tender, controlling reports and data analytics reports;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired: 
  • working knowledge of EU procurement law and related international procurement standards and procedures;
  • a good working knowledge of MS Office applications, such as Word, Excel and PowerPoint;
  • knowledge of document management systems, such as OpenText Livelink;
  • user knowledge of software tools for planning, executing and monitoring procurement procedures or enterprise resource planning systems, such as SAP.
