Your team

You will be part of the Market Infrastructure Development Division in the Directorate General Market Infrastructure and Payments (DG/MIP). Our Directorate General has around 140 staff who seek to ensure that Europe’s financial markets can rely on safe and efficient market infrastructure, while embracing innovation and contributing to further European integration. Our responsibilities are threefold: we provide payment and securities settlement infrastructure under the TARGET Services brand; we monitor the performance of financial market infrastructures and payment instruments; and we work with the financial sector to promote innovation and harmonisation of business practices across Europe.

In your role as Market Infrastructure Project Management Specialist you will be part of the Payments team and, together with other experienced Financial Market Infrastructure (FMI) Experts and Specialists, you will focus primarily on projects like TARGET2-T2S Consolidation and TIPS Evolution, as well as the on-boarding of new market participants joining TARGET Services. You will be managing different project workstreams and tasks on a daily basis and ensuring the delivery of quality products within the imposed constraints. You will also contribute to project-specific change and release management processes and update project scope-defining documents. Your responsibilities include assessing projects’ health and reporting project irregularities and proposing solutions and mitigation actions to minimise project risks. Interaction with all relevant stakeholders (i.e. Eurosystem national central banks as service providers, market actors and other divisions within as well as outside DG/MIP) will be an integral part of your responsibilities.

Your role

As Market Infrastructure Project Management Specialist, you will:
  • support market participants during their on-boarding activities across TARGET Services, including, but not limited to:
    • help defining the high level roadmap e.g. the key milestones of their Project Plan,
    • gather and dispatch functional questions for their feasibility assessment e.g. identifying potential functional and technical gaps in the current system, 
    • help preparing the local community readiness check lists;
  • for the market participants without an agreement with the Eurosystem, help in drafting the legal framework ensuring their participation;
  • contribute to the initiation and management of projects related to market infrastructure and payments by translating objectives into business requirements;
  • preparing and reviewing functional and/or technical specifications and coordinating the design options decided upon with the service provider; 
  • establish and maintain good stakeholder management and communication, and support the running of the Eurosystem’s market infrastructure governance groups which include market participants within and outside of the Eurosystem; 
  • support the implementation and maintenance of operational frameworks, change and release management processes, and planning and risk management processes used for the Eurosystem’s market infrastructure projects.

Qualifications, experience and skills

Essential: 
  • a bachelor’s degree or equivalent in business administration, economics, finance, project management, STEM (science, technology, engineering or mathematics) or another relevant field (click here for details on degree equivalences);
  • in addition to the above, a minimum of one year of professional experience in functional and/or technical design in the area of retail payments, and/or product development in the retail or wholesale payments industry; 
  • a good understanding of the functioning of market infrastructure and payment services;
  • hands-on experience with managing a project lifecycle or a business process in a technical area; 
  • experience presenting complex functional and/or technical topics in a clear and concise manner to internal and external audiences;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
Desired: 
  • Knowledge of project management methodologies (e.g. PM2, PMP).

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.

The contract offered will be fixed-term, the appointment being for one year as of the exact starting date of the selected person.
