Your team
You will be part of the Market Infrastructure Support Division in the Directorate General Market Infrastructure and Payments. Our Directorate General has around 140 staff who seek to ensure that Europe’s financial markets can rely on safe and efficient market infrastructures, while embracing innovation and contributing to further European integration. Our responsibilities are threefold: we provide payment and securities settlement infrastructures under the TARGET Services brand; we monitor the performance of financial market infrastructures and payment instruments; and we work with the financial sector to promote innovation and harmonisation of business practices across Europe.
In your role as a Market Infrastructure Project Management Expert with a focus on testing and migration, you will be part of a dynamic team of approximately 30 people closely involved in the development and deployment of large-scale market infrastructures at the European level. You will provide support to key market infrastructure initiatives such as TARGET2-Securities (T2S) releases, the T2/T2S consolidation project and the Eurosystem Collateral Management System project. The team also supports the expansion of these infrastructures to new participants.

Your role
As a Market Infrastructure Project Management Expert, you will:
- develop and manage efficient testing and migration processes for Eurosystem market infrastructure projects and development;
- draft documents detailing the implementation of the testing and migration strategy, including the definition and planning of testing and migration activities;
- coordinate the work of technical groups composed of testing and migration experts from various actors (e.g. national central banks and central securities depositories) involved in testing activities related to Eurosystem market infrastructure projects and development;
- manage testing and migration projects, including the collection of test and migration data, and produce testing and migration reports;
- engage and collaborate with other teams both within and outside the ECB (e.g. Eurosystem service providers and external testing and migration experts) to promote open and efficient collaboration on testing and migration activities.

Qualifications, experience and skills
Essential:
- a master’s degree or equivalent in finance, economics, business administration, mathematics, engineering, physics, computer science or another relevant field (click here for details on degree equivalences);
- in addition to the above, a minimum of three years’ experience in the testing and migration of payments and/or securities settlement infrastructures;
- the ability to deliver results within tight time frames, manage multiple assignments and prioritise tasks appropriately;
- a proven ability to present subject matter in your area of expertise to internal and external audiences in a clear and concise manner;
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
Desired:
- an excellent functional knowledge of T2S and the interdependencies between market infrastructures and financial market participants at European and global level;
- experience in the testing of T2S and/or migration to T2S;
- testing or project management certification.

The contract offered will be fixed-term, the appointment being for two years as of the exact starting date of the selected person.
Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
