Your team

You will be part of the Data Analytics Domain Services Division in the Directorate General Information Systems. Our division has 50 staff responsible for the ECB’s portfolio of data-centric services and applications for the Statistics, Economics and Research business areas, and also for an enterprise data platform that supports data scientists across the ECB. Our focus is on IT services for the collection, processing, analysis and dissemination of data. We are currently working on migrating our IT services to the cloud and modernising the underlying technology stack. We are also positioning our data-centric platforms as state-of-the-art solutions for a future data and analytics environment for the European System of Central banks and the Single Supervisory Mechanism, the system of banking supervision in Europe.

Our product teams have end-to-end responsibility for the services they cover, from service inception to development, maintenance, support and the continuous improvement of the product, applying the BizDevOps culture. They maintain a close relationship with the business community and involve them in the entire product lifecycle. Our business counterparts are an integral part of our product teams. We follow a cloud-first approach, leveraging the vast possibilities offered by major cloud providers or local players. We do this while ensuring our systems are secure at all times.

In your role as IT Expert in data-centric systems, you will be part of a product team responsible for the ECB’s big data platform and automated data ingestion pipelines (Apache Spark, Cloudera, AWS and serverless architectures). You will also work closely with business experts from the Statistics and Economics areas.

Your role

As an IT Expert in data-centric systems you will:
  • work in agile teams in close alignment with business customers and with other technical areas;
  • steer, and provide guidance and expertise in, the development and implementation of IT systems, including software coding (where needed), scripting, systems building, integration, and coordination of operational onboarding (e.g. troubleshooting procedures, backup and restore, capacity planning, monitoring);
  • work with other teams in the Directorate General and the ECB as a whole to identify opportunities and synergies, and contribute to the overall strategy for operationalising data-centric solutions in a scalable way;
  • present the advances and achievements of your team in an effective manner to managers, business customers and technical areas;
  • develop data-centric solutions applying Spark and cloud technologies (e.g. AWS Serverless, infrastructure as code, automated deployment).

Qualifications, experience and skills

Essential:
  • a master’s degree or equivalent in information systems, computer science, computer engineering or another relevant field (see How you can join us for details on degree equivalences);
  • in addition to the above, a minimum of four years’ professional experience (other than as a trainee or intern) in delivering complex IT projects or systems;
  • experience in the design and development of applications using cloud-native architectures and modern frameworks (both front-end and back-end stacks) and the automation of build and deployment pipelines in complex IT environments;
  • expertise in at least one of the following technology areas: solutions for large-scale data processing and transformation (Apache Spark, Cloudera); data engineering using cloud-native tools and methods; design, provisioning and automation of cloud-based infrastructure (Terraform, Infrastructure as Code); and cloud cost optimisation;
  • proven experience of drafting technical proposals and presenting them orally;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

The contract offered will be short-term ESCB/IO, the appointment being for 12 months as of the exact starting date of the selected person, extendable to up to 36 months. Candidates must have a contract of employment with their home institution for a period of at least one year beyond the duration of the ECB contract being offered.
