Your team

You will be part of the Enterprise and Business Services Division in the Directorate General Information Systems. Our Division has around 70 staff providing IT solutions and services that support the ECB’s core banking areas, its information and resource management, and collaboration within the European System of Central Banks (ESCB). 

In your role as IT Application Development Specialist, you will form part of the Enterprise Information Management team, which is made up of nine members of staff. The team is responsible for coordinating technical activities, translating business use cases into technical solutions, being the interlocutor for developers, coding and managing tests. You will work closely with the business area in charge of the ECB’s document management system (DMS) as well as with external service providers and staff working in supervisory technology and the Single Supervisory Mechanism.

Your role

As an IT Application Development Specialist you will:

  • ensure that the overall coordination of the relevant IT services under your responsibility matches or exceeds the ECB’s current and future needs in a cost-effective manner;
  • ensure that the technical evolution of the IT services under your responsibility and their integrations is aligned with the ECB’s enterprise architecture, security policy and best practices;
  • engage and collaborate with all stakeholders, including ECB and ESCB end users, system owners, IT operations and IT security and governance;
  • liaise with external suppliers whose products and services support the ECB’s systems and underlying infrastructure components;
  • prepare test strategies, plans and cases and coordinate tests in accordance with project and release schedules;
  • produce operational documentation (e.g. documents relating to problem management, incident management, service level management and availability management) and user manuals as required.

Qualifications, experience and skills

Essential: 
  • a bachelor’s degree or equivalent in a discipline relevant to the position, for example business administration, information systems or computer science (see How you can join us for details on degree equivalences);
  • in addition to the above, at least three years’ relevant professional experience in an IT organisation, for example as a technical specialist, IT business analyst, project manager or service manager, including involvement in the successful execution of IT projects related to enterprise information management (EIM);
  • a proven background in EIM/DMS software solutions and their architecture; 
  • strong coordination skills to ensure smooth collaboration between teams, stakeholders and external service providers;
  • strong drafting skills and the ability to present complex matters in a clear and comprehensible manner;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired: 
  • knowledge of OpenText Content Server and the related application programming interfaces and/or Microsoft SharePoint;
  • professional experience with other software products for EIM-related activities, such as search, taxonomy, digital signing, file sync and share;
  • knowledge of Cloud technologies and hyperscaler services;
  • a good understanding of working under a DevOps model;
  • hands-on experience delivering EIM business products based on commercial off-the-shelf and Software as a Service offerings;
  • relevant work experience at the ECB or another international organisation.

Further information

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.

The contract offered will be fixed-term, the appointment being for 2.5 years as of the exact starting date of the selected person.
