Your team

You will be part of the Prudential Domain Services Division in the Directorate General Information Systems. Our Division has 60 staff responsible for implementing, managing and supporting applications for the Single Supervisory Mechanism (SSM). These applications include the Supervisory Banking (SUBA) data system, which collects and disseminates supervisory data, and the IMAS Data Reporting and Analytics (IDRA) system, whose data warehouse solution provides advanced reporting and analytics capabilities for all supervisory exercises.
The SSM is the system of banking supervision in Europe. It comprises the ECB and the national supervisory authorities of the participating countries.
In your role as an IT Application Development Specialist, you will be part of a team of 16 members of staff responsible for managing and supporting the SUBA application. You will work closely and collaboratively with developers, technical teams at the ECB (such as the infrastructure team) and customers within ECB Banking Supervision.

Your role

As an IT Application Development Specialist you will:
  • manage, package and deploy Java/Tomcat applications running on Windows;
  • establish and maintain CI/CD pipelines with Jenkins;
  • contribute to the design of application architecture and infrastructure;
  • coordinate patch and vulnerability management;
  • manage the creation, handling and follow-up of changes, requests and incidents in ITSM, following ITIL standards.

Qualifications, experience and skills

Essential: 
  • a bachelor’s degree or equivalent in computer science, engineering, mathematics, physics or another relevant field (click here for details on degree equivalences);
  • in addition to the above, a minimum of two and ideally three or more years’ experience in the development, implementation, quality assurance, stable operations and maintenance of IT applications; 
  • experience of Tomcat, Windows Server 2008/2012/2016, Jenkins, Git, Splunk, Nexus, PowerShell, JIRA, HP ALM, DevOps (any platform), PKI;
  • professional experience in ITSM processes in a large corporation, ideally using HP IT Service Manager suite (ITIL, change management and release management);
  • a sound understanding of networking, including setting up firewalls, troubleshooting connectivity issues, etc. (Cisco certification or similar);
  • experience of agile project execution (Scrum, Kanban or similar):
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
Desired: 
  • experience with Kubernetes/Docker and GitLab pipelines;
  • database management, including deployment of database code (e.g. SQL and/or Liquibase);
  • experience with supervisory reporting frameworks (XBRL or similar).

Working modalities

To enable the Division to maintain its business continuity capability, you will occasionally be expected to perform work during non-standard working hours and work at the ECB’s standby sites.
