Your team

You will be part of the Business Partnering Division in the Directorate General Human Resources. Our Directorate General has over 100 professionals providing services to more than 3,800 employees. We strive for delivering data-driven solutions that inspire: together we enable ECB employees to excel, every day.

Our division is responsible for interactions between HR and the organisation, providing strategic advice to leaders via designated HR Business Partners, providing sourcing strategies and recruitment via the Talent Acquisition team, supporting employees in their career journey via the newly created Employee Partner function, and engaging with staff representatives and employee/business networks via the Staff Engagement Hub. 

We are looking for HR Business Partners who will be part of a team of 13 colleagues acting as strategic partners to leaders in assigned business areas. The Business Partners also act as agents of change, proactively bringing the ECB’s people strategy to life and the needs of the business areas they serve to the forefront of the HR agenda. 

You will work in close collaboration with the Talent Acquisition Experts and Employee Partners to deliver services and advice to a group of assigned business areas.

Your role

As an HR Business Partner you will:

  • provide strategic advice to your clients and, together with them, lead strategic initiatives aimed at increasing organisational performance, such as workforce planning, leadership and staff development, talent management, organisational design, succession planning, staff engagement and well-being
  • build strong collaborative relationships with leaders at all levels in your assigned business areas to become a credible and trusted partner
  • partner with relevant specialist teams both within HR and in other business areas, to not only deliver a holistic approach to the full suite of HR services but also improve and streamline policies and processes
  • participate in and contribute to a flow of information that fosters a better understanding, within HR, of specific business needs, working together to turn issues into opportunities
  • draw on your extensive HR knowledge to share best practices and market trends, creating innovative solutions for people management and business decisions
  • provide a broad range of metrics, analysis and reporting to your business areas
  • together with your Diversity and Inclusion Ambassadors, drive the inclusion and diversity agenda bespoke to each business area, across all HR levers (talent, reward, culture, learning, etc.) to create an inclusive culture where each employee feels valued for their uniqueness and is able to maximise their impact
  • participate in recruitment for leadership roles in your assigned business areas

Qualifications, experience and skills

Essential: 

  • a master’s degree or equivalent, preferably in human resources management, occupational psychology, organisational behaviour, employment relations, business administration, law or another relevant field (click here for details on degree equivalences)
  • in addition to the above, at least three years of in-depth, hands-on HR experience, preferably in an HR business partner or similar role, in fields such as workforce planning, talent management, leadership development, succession planning, and organisational and/or business strategy design
  • negotiation and interpersonal skills, ability to think strategically, and an innate interest in understanding business drivers, enabling leaders to add value
  • business acumen and an ability to build and maintain genuine relationships with a multitude of stakeholders and business leaders at various levels of seniority, based on mutual trust and respect
  • familiarity with the use of data to extract insights and translate them into impactful decision making
  • a sound understanding of the activities and functioning of a public institution like the ECB
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired: 

  • experience of leading projects and other initiatives as well as of change management – and of driving change
  • hands-on experience in facilitation, organisational design and/or business strategy design.
