Your team

You will join the Stakeholder Engagement Hub (“the hub”), which is an integral part of the Business Partnering Division in the Directorate General Human Resources. Our Directorate General has over 100 professionals providing services to more than 3,500 employees. We are currently in the process of creating a more agile Human Resources (HR) function with a stronger customer orientation, enhanced people solutions and analytics that inspire staff across the organisation.

In your role as HR Analyst in the hub you will be part of a team of 5 colleagues who are responsible for managing and enhancing relationships with our key stakeholder groups and participate in the daily operations of the hub’s two main portfolios: (i) staff & labour relations and (ii) diversity and inclusion (D&I).

Your role

As an HR Analyst in the hub you will:
  • facilitate interaction with the ECB’s staff representation bodies (such as the Staff Committee and IPSO, a recognised trade union at the ECB) and with the European trade union federations participating in the regular European System of Central Banks (ESCB)/Single Supervisory Mechanism (SSM) Social Dialogue meetings, and lead daily business operations with the aim of maintaining a healthy internal and European social dialogue; 
  • prepare regular briefings for senior management and for high-level meetings, organising and managing content and contributions and liaising closely with managers and experts; 
  • coordinate the preparation for and follow-up to meetings with the ECB’s decision-making bodies, senior management and other relevant stakeholders;
  • contribute to D&I initiatives to foster diversity in all its facets and a culture of inclusiveness, and facilitate their implementation across the ECB;
  • engage and collaborate with D&I stakeholders (such as D&I staff networks, D&I ambassadors and D&I sponsors);
  • support interactions with external stakeholders and exchanges with other institutions on D&I best practices and experiences.

Qualifications, experience and skills

Essential:
  • A bachelor’s degree or equivalent in business administration, law, human resources, organisational psychology, communications or another relevant field (click here for details on degree equivalences);
  • a minimum of one and ideally two or more years of experience in the field of stakeholder management, with a focus on either labour relations or diversity and inclusion; 
  • sound understanding of organisational processes;
  • advanced organisational skills;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired:
  • Experience in coordinating policy briefings.

We are willing to discuss part-time arrangements.

Further information

The contract offered will be fixed-term, the appointment being until the end of 2022.
Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
