Your team
You will be part of the Budgeting and Controlling Division in the Directorate Finance. Our Directorate has 110 staff and is responsible for financial accounting, reporting, procurement cost accounting and banking supervision fee-related services as well as planning and controlling activities.
We are currently looking for Finance Analyst to focus on financial data analysis, data analytics and visualisation, and projections and forecasting, particularly in relation to resource analysis for salaries and headcount.
As a Finance Analyst you will be part of the Budget and Controlling Division, a team of approximately 40 staff supporting the planning, monitoring, reporting and controlling of resources for all business areas of the ECB, providing decision-making support to the ECB’s Executive Board, business area management and other stakeholders. We are the budget partner for all business areas and work with managers across the ECB to determine the human and financial resources needed to meet their strategic goals and stabilise costs.

Your role
As a Finance Analyst with a focus on financial data analysis you will:
- prepare, maintain and develop the analytical basis and tools to support the work of the Division, especially in data analysis and compilation;
- carry out analyses using various complex data sources and tools, reconciling the data and shaping it into concise, coherent and harmonised analysis on multiple topics;
- contribute to the development of a state-of-the-art visualisation of such analyses for decision-making bodies and develop financial models for multi-annual budget and cost projections;
- identify, propose and implement process improvements, and advance data analytics and digitalisation initiatives in the context of the Directorate’s Digitalisation Roadmap;
- contribute to the analytical work of the Division relating to the banking supervision fee framework, the preparation of financial reports, dashboards and forecasts, and the processing and analysis of financial/budgetary data and headcount allocation (using tools such as MS Excel, SAP Analytics Cloud, SAP BW or Tableau).
As a Finance Analyst with a focus on salary budget, headcount and related resource analysis, you will:
- prepare, develop and maintain the analytical basis and tools to support the work of the Division, especially in headcount, salaries and operational planning;
- provide analytical support and advice for the Budget and Controlling team’s dialogue with other business areas regarding the use of resources in light of the policies in place;
- contribute to the preparation of data and information on corporate performance for decision-making bodies and advisory fora, especially on the planning and management of headcount and related resources;
- support the team in the preparation of the salary budget, regular analysis and monitoring of salaries and related benefit expenditures against budget allocations, and reporting on variances;
- prepare and monitor the allocation and use of headcount and report on deviations from targets and ceilings;
- contribute to deep-dive analyses on selected topics.

Qualifications, experience and skills
Essential:
- a bachelor’s degree or equivalent in finance, accounting, business administration, economics, mathematics, computer science or another relevant field (see How you can join us for details on degree equivalences);
- in addition to the above, at least two years of experience in budget and controlling, financial analysis and/or financial performance, preferably gained in the financial service sector;
- proven professional experience in related data analysis and compilation, and the ability to shape and visualise data, at both a high level and in detail, for policymakers via dashboards, reports and presentations;
- proven experience analysing business activities and related resources in order to translate raw data into information for improving organisational performance;
- experience in preparing/and or supporting the preparation of multi-annual cost projections and/or data forecasting;
- experience in developing reports or dashboards and in using advanced analytical tools (such as SAP Analytics Cloud and Mendix) to prepare reports and financial analysis, as well as experience in using corporate activity planning tools and digitalising financial processes and deliverables;
- advanced knowledge of MS Excel and enterprise resource planning software such as SAP;
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
Desired:
- direct experience of/exposure to systems in the area of budget and controlling, especially experience in providing analytical support in budget planning, implementation, monitoring and reporting, in an international environment;
- an understanding of the budget or supervisory fee-related policies and practices of the ECB;
- hands-on experience of tools for data management, data forecasting and financial analysis.

Further information
Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
The contract(s) offered will be fixed-term, the appointment being for 12 months as of the exact starting date of the selected person.
