Your team

You will be part of the Directorate Administration within the Directorate General Corporate Services. Our Directorate manages the ECB’s infrastructure, technical facilities and security arrangements, operates the ECB’s premises and carries out medium-term spatial requirement planning and project management for ECB buildings. We also coordinate the ECB’s environmental management system, as well as all occupational health and safety activities.

In your role as one of two Facilities Management (Procurement) Specialists, you will be allocated administratively to one of the three divisions within the Directorate (Administration Services, Premises or Security and Safety). However, you will work across all three divisions as part of the Directorate’s Procurement team, cooperating closely with the Central Procurement Office to provide input from the business areas for all of the Directorate’s procurements.

Your role

As a Facilities Management (Procurement) Specialist, you will: 

  • manage and be responsible for multiple procurement procedures by drafting technical specifications and tender documentation; 
  • manage and be responsible for the evaluation of bids and drafting of evaluation documents;
  • manage and be responsible for the negotiation of bids;
  • prepare contract documentation and manage contract amendment and extension procedures;
  • register procurement procedures in the ECB’s electronic tendering system (SAP Sourcing);
  • provide advice, support and knowledge of best practices to the various colleagues and teams you interact with.

Qualifications, experience and skills

Essential: 

  • a bachelor’s degree or equivalent in business administration, finance or another relevant field (see How you can join us for details on degree equivalences);
  • in addition to the above, a minimum of two or more years’ experience in managing and being directly responsible for multiple facility management public procurement processes (i.e., drafting technical specifications, tender documentation, conducting evaluations and negotiations) from the perspective of a buyer;
  • an excellent knowledge of the legal rules and procedural requirements to be followed in a public procurement process;
  • a strong customer-oriented mindset as well as the ability to interact and negotiate with various internal and external stakeholders at a variety of levels; 
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired: 

  • an intermediate command of German;
  • experience in procuring facility management managed services contracts;  
  • experience of using SAP sourcing and Open Text.

Further information

The contracts offered will be fixed-term, the appointment for one of the contracts being for one year as of the exact starting date of the selected person and the appointment for the other being initially until 1 October 2023, with the possibility of extension.

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
