Your team

You will be part of the Premises Division in the Directorate Administration of the Directorate General Corporate Services. The 60 staff members of our Division are responsible for maintaining and optimising the ECB’s owned or leased premises, as well as providing all building-related and facility management services.
In your role as Electrical Engineer, you will be part of the Technical Facility Management (TFM) Section, which is a team of 25 people responsible for running and maintaining the ECB’s premises. We supervise external service providers from both a contractual and a technical perspective and provide technical expertise to ensure quality and cost control in the operation and improvement of the premises and their technical infrastructure. The Section works closely with the Construction Project Management and Corporate Real Estate Management Sections, the Security and Safety and Administrative Services Divisions, as well as the Directorate General Information Systems.

Your role

As an Electrical Engineer you will:
  • be responsible for, and provide expert advice on, the fire alarm systems, public address systems, fire and escape route plans and other fields related to high-rise buildings and conference areas subject to the Sonderbauvorschriften of the Federal State of Hesse;
  • monitor the work of our external service providers in your area of responsibility using our computer-aided facility management system Planon and a set of key performance indicators;
  • strive to continuously improve systems and related services, including cyber security for IP-based industrial control systems;
  • develop concepts and coordinate all operational requirements for running and maintaining an occupied building;
  • support the construction project management team and the technical facility management team;
  • contribute to the successful operation and maintenance of the ECB’s premises;

With a view to creating a more resilient team in which team members have overlapping fields of expertise, you may also become responsible for parts of the building automation system and safety lighting system in the ECB’s main building.

Qualifications, experience and skills

Essential: 
  • a bachelor’s degree or equivalent in electrical engineering or another relevant field (click here for details on degree equivalences);
  • in addition to the above, a minimum of three years’ relevant experience in the field of electrical engineering or another relevant field; 
  • professional experience in maintaining large and complex electrical systems, preferably in high-rise buildings of a similar size to the ECB’s main building;
  • an advanced (C1) command of English and an intermediate (B1) command of German, according to the Common European Framework of Reference for Languages.

Desired: 
  • experience in the operational management of fire alarm and public address systems;
  • experience in the operational management of IP-based industrial control systems, including the associated cyber security;
  • experience in working with a fire alarm reaction matrix, in how it is used for testing and in maintaining the related database;
  • knowledge of fire alarm systems in accordance with DIN VDE 0833, DIN 14674 ff. and DIN EN 55;
  • knowledge of public address systems in accordance with DIN VDE 0828, DIN 14674 ff. and DIN EN 55;
  • experience with fire and escape route plans in accordance with DIN ISO 23601;
  • experience with the RealFM e.V. services management tool;
  • experience in setting up/putting into operation, as well as handing over and operating, the above-mentioned electrical systems, ideally from the perspective of the building owner;
  • experience with fire protection and fire safety.

This position requires both English and German language skills. The successful candidate will be required to interact with German authorities and local suppliers, as well as deal with ECB-related documents in German. English language skills are also required as English is the working language of the ECB. 
Candidates’ language abilities will be tested as part of the recruitment process.
A successful candidate with an intermediate command of German (B1) will be expected to take language lessons to reach the upper intermediate (B2) level. The ECB will organise and pay for the tuition in full. Lessons will take place during working hours, unless agreed otherwise.
The successful candidate will subsequently be required to take a language test during the first six months of their contract to confirm that the respective language skills are improving. If the candidate has not made as much progress as expected, the ECB may consider extending the probationary period.

Working modalities

To enable the Section to maintain its business continuity capability, you will occasionally be expected to perform work during non-standard working hours, participate in an on-call duty roster and work at the ECB’s standby sites.
