Your team

You will be part of the Governance & Transformation Services Division, which acts as a cross-functional service platform under the management of the Chief Services Office (CSO). CSO areas have over 800 staff that deliver internal ECB services in administration, human resources, information systems and finance. 

Our Division has over 50 staff providing horizontal services in the areas of communication, service delivery and optimisation, financial management and quality management. We are currently working on transforming how we work in the CSO areas, fostering collaborative and cross-functional approaches with a focus on people, flexibility, learning and results. 

In your role as Senior Project and Portfolio Management Expert, you will be part of a resourceful and energetic team that is responsible for strengthening the project delivery culture and framework and for advising and coaching management and project managers in the methods, practices and techniques required for project success.

Your role

As a Senior Project and Portfolio Management expert, you will:
  • contribute to shaping initiatives and improving the delivery of projects and services in one or more of the following fields: 
    • demand management and preparation of project proposals, including facilitating workshops and portfolio management meetings, 
    • work programme planning and monitoring,
    • project quality management and project reviews,
    • operational optimisation of the services provided by the team, finding ways to automate processes and reduce waste; 
  • coach, guide and train project and business managers in the ECB’s project management and agile management approach and methodologies, including PM2 ECB and the ECB project and portfolio management software solution (Planisware);
  • engage effectively with business sponsors, customers and management to lead change through initiatives that balance quality, time and resources to maximise business value for project managers, steering group members, team leads, service coordinators and team members.

Qualifications, experience and skills

Essential: 
  • a master’s degree or equivalent in business administration, computer science, economics, finance, information technology, law, management, political science, project management, STEM (science, technology, engineering and mathematics) or another relevant field (click here for details on degree equivalences);
  • in addition to the above, a minimum of seven years of professional experience in project and portfolio management, including providing advice and consultancy services and managing projects with rigour and quality in accordance with accepted project management standards (preferably PM2, PMBOK or PRINCE2) and agile development frameworks (e.g. Scrum);
  • a detailed understanding of the principles and frameworks behind successful project management in a fast-paced business environment, including quality planning, project/milestone planning, risk management, dependency management and reporting;
  • a track record in establishing services for internal or external clients that contribute to achieving business outcomes, such as organisational and mindset changes in the areas of IT applications, project management office (PMO) services, governance frameworks and enterprise facilities;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired: 
  • experience in automation and designing dashboards for steering projects and services portfolios;
  • broad awareness of one or more of the other work areas of the Division (vendor and contract management, financial management, internal communications, service design/optimisation and quality management);
  • user knowledge of enterprise resource planning systems such as SAP or project and portfolio management (PPM) software.

Working modalities

To enable the Division to maintain its business continuity capability, you will occasionally be expected to perform work during non-standard working hours.
