Your team

As Director General, you will lead the Directorate General Statistics (DG/S). Our Directorate General has around 360 members of staff providing trustworthy, high-quality statistical products, services and a wide range of data to inform the ECB’s monetary policy and supervisory decisions. We serve the general public, in close collaboration with the European System of Central Banks (ESCB), national competent authorities, Eurostat, the banking industry and other international bodies. You will also lead the ECB Data Office and steer the development of ECB-wide data management and governance.

You would join at a very interesting and challenging time, as we further modernise data culture and management in the ECB, ESCB and Single Supervisory Mechanism (SSM). We are also developing new European data products, services and statistics based on rich multi-purpose datasets in order to meet the demanding and increasing user requirements in a digital and globalised world with rapid financial innovation. This includes major change projects to standardise and integrate the whole statistical value chain in the euro area.

Your role

You will be a strategic leader, a team player with strong interpersonal skills, and an innovative strategic thinker. 

As Director General Statistics, you will be responsible for setting the strategic direction and the management of all ECB statistics. You will report to the Executive Board and be entrusted with the following main tasks:
  • leading DG/S in cooperation with other members of its (senior) management team;
  • contributing to the ECB’s strategic direction as a member of its senior management team, while practising and promoting the ECB’s shared values;
  • encouraging effective leadership behaviour through coaching and training; 
  • fostering a collaborative working atmosphere and an engaged, agile and healthy workforce, and ensuring that your staff are developing and constantly improving their level of customer service, skills and personal competencies;
  • embracing and leveraging diversity in pursuing business goals;
  • establishing and overseeing the business area’s strategic goals, medium-term plans and annual work programme; 
  • as part of the strategic plan, developing an annual operational plan and budget that prioritises projects and sets annual objectives;
  • overseeing the preparation of dossiers for the Statistics Committee, the Executive Board and the Governing Council, as well as for other ESCB and international committees and advisory groups with participants from central banks, statistical offices, and supervisory and financial institutions;
  • aligning efforts and initiatives regarding the business area’s role in defining, promoting and applying international standards and methodologies across diverse statistical datasets, in order to produce high-quality, multi-purpose granular and aggregated statistics while also taking into account new innovations and technologies;
  • developing strong business relationships across the organisation and helping to ensure effective cooperation, both within DG/S and with other business areas, and constantly monitoring the internal and external impact of the Directorate General’s work;
  • developing and promoting services and products to enhance statistical and data literacy in the organisation and at international level, also by supporting the ECB data academy;
  • representing DG/S and the ECB by participating in and/or chairing a wide range of internal and external committees, working groups and high-level fora, and maintaining good working relationships with reporting agents, ESCB central banks, users and other stakeholders, including a wide range of international organisations and regulatory and standard-setting bodies.

In close collaboration with the Directorate General Information Systems, you will also be responsible for further developing the ECB data management function, setting the strategic direction for state-of-the-art ECB data governance, architecture and management, aligned and integrated across central banking and the SSM. This part of the role involves:
  • striving for redundancy-free fully integrated processes and multi-purpose tools, based on the currently ongoing review of the data management function;
  • building and maintaining strong networks in the relevant international data management groups, particularly striving for a very close collaboration within the ESCB;
  • enhancing data analytics capabilities, taking into account technological developments and the respective opportunities.

Qualifications, experience and skills

Essential: 
  • a master’s degree or equivalent in statistics, data science, economics, finance, business administration, computer science, engineering, law or another relevant field (see How you can join us for details on degree equivalences);
  • expertise in statistical standards and methodologies, regulatory frameworks, data governance and management;
  • in addition to the above, at least eight years of leadership experience in a relevant field;
  • a proven track record in managing complex large-scale projects, efficiently performing transformations and change management processes with multiple stakeholders and efficiently influencing and motivating people in multinational teams of highly qualified staff in the context of developing and using statistics and data;
  • particularly good collaboration and diplomatic skills, together with the ability to create team spirit across different areas and teams aiming to achieve a common goal;
  • excellent communication skills, with the ability to address stakeholders at technical, management and political level and to align diverging perspectives and technical views;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired:
  • familiarity with the tasks and functions of central banks, as well as a knowledge of the working methods of the Eurosystem, the ESCB and other EU institutions, including operational, planning and financial processes, control, risk management and audit;
  • experience in chairing international committees, working groups or task forces;
  • a sound knowledge of statistical, prudential and resolution regulations;
  • a history of driving innovation to implementation while maintaining high-quality service levels and business continuity.
