Your team

The ECB’s Directorate General Human Resources has over 100 professionals providing services to over 3,800 employees. 
In your role as Director General, you will be leading – together with your Deputy – a team of three Heads of Division and an extended HR leadership team, delivering data-driven solutions that inspire our people: together we enable ECB employees to excel, every day.
You will report directly to the Chief Services Officer, who manages administrative services, finance, IT services, and human resources, and reports to the ECB’s Executive Board via the President of the ECB. The CSO is also responsible for the strategic planning process, organisation-wide projects and strategic initiatives, as well as for developing and maintaining ECB’s operational risk and business continuity frameworks. 
Following a recent operating model review we embarked on further strengthening the agility of the HR function, promoting a stronger customer orientation and relying on well-developed HR analytics and HR systems. New HR solutions have been deployed changing the way we attract and manage talent, and nurturing an inclusive environment that responds to people’s aspirations and takes care of their well-being.
You will be joining the ECB at a time when the post-pandemic New Normal is being shaped and key choices are being made in relation to mental & physical well-being, the digital & physical workplace, collaboration, and environmental sustainability.

Your role

You will be a team leader with a hands-on approach, a team player with strong interpersonal skills, and a strategic and innovative thinker. 
As Director General Human Resources you will:
  • lead the business area together with the Deputy Director General, including its strategic orientation and planning, work programmes, operational follow-up and programme management, workforce and resource planning, people management and progress monitoring;
  • shape the way the Directorate General Human Resources works, ensuring the delivery of future-oriented, state-of-the-art HR management solutions, processes and tools with a focus on further developing HR-related IT systems and analytics;
  • foster active collaboration and partnership across all HR teams;
  • act as catalyst for change, taking into account emerging HR trends and new technologies;
  • support the implementation of the ECB’s gender diversity strategy and the leveraging of diversity and inclusion as an organisational asset;
  • provide advice to the Executive Board and the Governing Council, as well as to the Supervisory Board and the Chief Services Officer, flagging important issues proactively and providing input for their decisions;
  • work actively with national central banks and supervisory authorities as well as relevant EU and international institutions to support the development of a modern and dynamic international HR approach at the ECB, as well as interact with ECB staff representation bodies and with stakeholders of ESCB and SSM social dialogue;
  • represent the Directorate General Human Resources and the ECB in and/or chairing, as appropriate, internal and external meetings including the Human Resources Conference (HRC), and maintain excellent working contacts with the members of the Eurosystem and the SSM as well as other relevant international and European organisations.

Qualifications, experience and skills

Essential: 
  • a master’s degree or equivalent in HR management, business administration, law, economics, public administration or another relevant field  (click here for details on degree equivalences);
  • in addition to the above, a minimum of ten years’ experience in HR management;
  • substantial management experience, having led sizeable management teams, ideally for a minimum of five years, in the private or public sector and/or in an international financial or European organisation such as the ECB, preferably at senior management level;
  • cross-functional team leadership: experience in leading and motivating a team of highly qualified managers and staff with diverse, preferably multinational backgrounds to high levels of performance and engagement as well as a track record in creating environments in which teams are willing and able to innovate;
  • proven ability to efficiently chair meetings with participants from different countries and organisations and proficient presentation skills;
  • in-depth knowledge of the latest HR trends combined with an ability to embed them into the business context and to “cut through the issues” to solve them through a solution-oriented approach;
  • a track record of driving innovation in HR while maintaining high-quality service levels, and of leading transformation in the business including change management;
  • the ability to navigate multilingual/multicultural organisational environments;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
