Your team

Our Directorate General consists of 300 staff providing expertise on credit risk, capital markets, non-financial risks, business models, capital planning, crisis management, stress testing, supervisory policy and methodologies.

Horizontal supervision is grounded in strong client support, agile teamwork and collaboration with stakeholders in support of result-oriented, risk-based, forward-looking and impact-oriented supervision.

We design supervisory policies to support the implementation of European and international regulations and standards. We collaborate with the teams involved in firm-specific and on-site supervision to ensure these are grounded in sound practice.

We provide expertise and support to our Joint Supervisory Teams (JSTs), in which ECB staff and national supervisors work together to directly supervise significant banks. We provide thematic helpdesks for line supervisors, prepare horizontal risk assessments, conduct consistency checks and assist the JSTs on specialised technical issues including the supervision of climate-related and environmental risks. 

In this context we develop a range of industry practices, supervisory expectations for financial and non-financial risks, business models and stress testing practices, thus contributing to advancing the supervisory effectiveness of the Single Supervisory Mechanism. We also develop and coordinate ECB Banking Supervision’s participation in international and European fora.

Your role

As Director General Horizontal Line Supervision, with the support of two deputies, you will be responsible for the strategic direction and management of all activities related to horizontal line supervision. You will report to the Chair of the Supervisory Board.

Your main tasks will be:

  • guiding the Directorate General and its management team in the pursuit of the Directorate General’s strategic goals. This involves defining overall strategy, conducting medium-term planning, budgeting, allocating resources, establishing work programmes and regularly reviewing progress;
  • fostering a constructive working atmosphere based on trust and making a positive contribution to a diverse and fulfilling environment in which all colleagues remain skilled and committed to achieving the established goals;
  • helping identify and address key risks that merit supervisory attention by engaging with the wider ECB senior management team and fostering collaboration across business areas;
  • ensuring effective communication and cooperation among the Directorate General’s four divisions, between horizontal functions and business areas in charge of direct line supervision as well as with other ECB business areas;
  • representing the Directorate General and the ECB by participating in and/or chairing internal and external meetings and maintaining excellent collaborative contacts within European banking supervision as well as other relevant international and European organisations.

Qualifications, experience and skills

Essential:

  • a master’s degree or equivalent (see How you can join us for details on degree equivalences);
  • in addition to the above, at least eight years’ leadership experience of which at least three years’ experience leading a large, key function in a relevant area;
  • experience in a relevant area of financial services (e.g. banking supervision, financial risk oversight, financial stability assessment or risk management) and an in-depth strategic knowledge of financial markets, institutions and risks and how they interact;
  • a proven track record of building strong relationships and successful partnerships with stakeholders;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

  • experience in banking supervision in the context of the Single Supervisory Mechanism.
