Your team
The Directorate General Market Operations prepares the monetary policy and foreign exchange operations of the Eurosystem, executes those operations that are centralised and coordinates those that are decentralised. The Directorate General’s major monetary policy responsibilities include managing the asset purchase programme (APP) and the pandemic emergency purchase programme (PEPP), conducting refinancing operations including the targeted longer-term refinancing operations (TLTROs), conducting foreign currency liquidity operations in cooperation with foreign central banks and managing the Eurosystem’s collateral framework.
The Directorate General also manages the ECB’s foreign exchange reserves and own funds and develops and maintains the framework for all financial market activities conducted by the ECB. It coordinates the provision of reserve management services by the Eurosystem to non-euro area central banks, monetary authorities and countries, as well as to international institutions. The Directorate General maintains relationships with financial market participants, central banks and official institutions. It also monitors and analyses market developments.

Your role
As Deputy Director General Market Operations and a member of the ECB’s senior management, you will:
- assist the Director General in the management of the Directorate General, including defining its overall strategy, managing staff, planning over the medium term, budgeting, allocating resources and establishing work programmes, and regularly reviewing the progress of work;
- contribute to the development of the ECB’s strategic practicing and promoting the ECB’s common values in doing so;
- supervise the Directorate General’s regular market analysis and reporting, oversee and steer analytical work in the areas of financial markets and central bank operations, supervise the implementation of the ECB’s market operations and maintain an active dialogue with senior market practitioners;"

- oversee the preparation of dossiers for the ECB’s decision-making bodies, analytical studies on the design, calibration and impact of market operations and projects aimed at improving the efficiency and effectiveness of market operations;
- foster an optimal working environment in which the Directorate General’s management and staff remain motivated, effective, committed to achieving the established goals and empowered to cooperate across divisions, with other business areas and with national central banks;
- represent the Directorate General and the ECB by participating in or chairing a wide range of internal and external committees, working groups and high-level fora, and maintaining working contacts with market participants.

Qualifications, experience and skills
Essential:
- a master’s degree or equivalent in economics, finance, business administration or another relevant field (click here for details on degree equivalences);
- in addition to the above, a minimum of ten years’ relevant professional experience in financial market operations, banking and/or monetary policy;
- a minimum of five years’ experience in a managerial or equivalent role, preferably in an international environment;
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
Desired:
- proven ability to efficiently chair meetings with participants from different countries and organisations;
- excellent presentation skills and the ability to represent the ECB in high-level international fora;
- practical experience in financial markets and portfolio management;
- experience in the private financial sector;
- publications on central bank market operations, monetary policy or financial markets;
- a good knowledge of macro-financial linkages and the transmission channels of monetary policy.
