Your team

You will be part of the senior management team in the Directorate General Human Resources. Our Directorate General has over 100 professionals providing services to more than 3,800 employees. 

The HR function at the ECB is transforming its business and customer interaction model to become more agile and impactful while reducing complexity. We are simplifying our processes through automation and incorporating future-oriented policies and practices into the way we work and deliver people-centred and data-driven solutions. 

Together with the Director General, you will lead the HR management team and staff to work together to enable ECB employees through people solutions that inspire and add value. 

In your role as Deputy Director General, you will drive the digitalisation of our HR portfolio to become automated and technologically advanced whilst prioritising the employee experience. Underpinning this you will, jointly with the Director General, (re)focus the future skills required in the HR function to support its evolving challenges.

You will also steer our efforts to make the HR function stronger and more agile, promoting a closer customer orientation and relying on well-developed HR analytics and HR systems.

Your role

As Deputy Director General, you will:
  • manage and shape the HR function and its performance in partnership with the Director General, encouraging and facilitating a new mindset and inspiring the HR management team and all HR colleagues to develop and to strive continuously to add value; 
  • play a central role in the organisational transformation and evolving culture, including policies and practices, resulting from the introduction of the hybrid working model and other new ways of working at the ECB; 
  • strive for and facilitate purposeful and effective collaboration across the HR function; 
  • act as catalyst for change, applying expert knowledge of emerging HR trends and new technologies;
  • take forward concepts for new organisational forms, methods and technologies; 
  • oversee the optimisation of processes and services across the full HR portfolio;
  • steer the digitalisation of HR processes and services from concept to implementation, and manage their further development in an innovative and purposeful manner; 
  • translate strategic plans into HR initiatives and projects that will motivate employees to work closely together and do their best work;
  • enable HR to optimise its contribution to and interactions with other business areas and key stakeholders such as the ECB’s legal and IT services through the implementation of an efficient customer interaction model, the alignment of processes and technologies, and change initiatives; 
  • represent HR and the ECB by participating in and/or chairing internal and external meetings and maintaining excellent working contacts with the members of the Eurosystem and the Single Supervisory Mechanism as well as other relevant international and European organisations.

Qualifications, experience and skills

Essential: 
  • a master’s degree or equivalent (see How you can join us for details on degree equivalences); 
  • in addition to the above, at least five years’ experience in leading, managing and inspiring large teams of highly qualified staff from diverse, multicultural backgrounds; 
  • at least three years’ experience in high-level leadership roles - preferably within large, international or global organisations – with proven achievements in the field of human resources and/or organisational development/change management;
  • experience in leading, coaching and developing a team of managers; 
  • a proven track record of leading large-scale digital transformation initiatives in the context of people and culture solutions and services, from concept to implementation and further refinement; 
  • a robust knowledge of best practices in HR, including current and future policies and trends;
  • a proven ability to be efficient and impactful in dealing with business needs - preferably within a large, international or global organisation - and in delivering agile people and organisational solutions to address those needs;
  • a proven track record of delivering on a daily basis in line with stakeholder and organisational priorities while at the same time steering large-scale innovation and transformation initiatives; 
  • the ability to communicate convincingly and take effective decisions, as well as an analytical, conceptual and solution-oriented mindset; 
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages

The recruitment process for this position will be conducted remotely. It may include an interview in the pre-selection phase and – if you are invited to participate in the subsequent selection phase - a presentation and a further interview.
