Your team

You will be part of the Secretariat of the European Systemic Risk Board (ESRB), an EU body that brings together independent experts from around the world and representatives from as many as 80 European institutions. The ESRB is responsible for the macroprudential oversight of the EU financial system and thus contributes to preventing and mitigating systemic risk. In line with its mandate, the ESRB collects and analyses information on a broad range of financial institutions and markets, monitors macro-financial developments, and issues warnings and recommendations to policymakers and supervisors.

The ESRB Secretariat is the business area within the European Central Bank (ECB) that provides analytical, statistical, logistical and administrative support to the ESRB. The tasks of the ESRB Secretariat include identifying and analysing systemic risks to the EU financial system, proposing macroprudential policies and assessing those put forward by EU Member States, and preparing and monitoring the implementation of ESRB warnings and recommendations. In addition, the Secretariat cooperates with supervisory authorities and other macroprudential authorities, supporting ESRB working groups and preparing documents for ESRB General Board meetings. To perform these tasks, the ESRB Secretariat uses the macro and large-scale micro datasets contained in its statistical systems, including those deriving from data reported under the European Market Infrastructure Regulation (EMIR), the Securities Financing Transaction Regulation (SFTR), the Alternative Investment Funds Management Directive (AIFMD) and the ECB Regulation on granular credit and credit risk data (AnaCredit).

Your role

As a Data Scientist you will:
  • contribute to the development of the risk monitoring framework and data infrastructure framework of the ESRB Secretariat, particularly in the area of (granular) data management and analysis;
  • contribute to maintaining and scaling up the ESRB Secretariat’s statistical and data processing capacity in order to improve data quality, usability, integration, management, performance and agility, and to capture changes in market behaviour and varying data user needs, with a strong focus on automatization;
  • contribute to the development of analytical workflows and statistical systems by designing, scoping, constructing prototypes and testing new processing modules;
  • keep abreast of data sources (such as those for banking, insurance and financial market data), applications and publications useful to the ESRB Secretariat;
  • collaborate seamlessly with colleagues in the ECB’s Directorate General Statistics and Directorate General Information Systems responsible for developing statistical systems; cooperate closely with colleagues in the ESRB Secretariat and the ESRB community; and establish and maintain working relationships with colleagues in other ECB business areas;
  • prepare meetings of international expert committees, acting as secretary, and liaise with ESRB stakeholders to establish and maintain a forum supported by open and effective communication;
  • contribute to the preparation of reports, papers and presentations;
  • represent the ESRB Secretariat in European committees and working groups.

Qualifications, experience and skills

Essential: 
  • a master’s degree or equivalent in economics, finance, statistics, engineering, computer science, data science, mathematics or another relevant field (click here for details on degree equivalences);
  • in addition to the above, experience in managing, processing and analysing complex datasets, with a strong focus on automatization, including experience in designing, prototyping and testing software modules;
  • a working knowledge of relational database management systems, such as Oracle, and the ability to define and apply data concepts, procedures and methodologies;
  • an advanced knowledge of Python and SQL; 
  • experience in establishing good working relationships with data users, statistical systems developers and other stakeholders;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired:
  • experience at a central bank, supervisory authority, another institution represented in the ESRB or another international institution (e.g. the Organisation for Economic Cooperation and Development, the International Monetary Fund or the Bank for International Settlements), with a focus on financial stability analysis, financial market policies or financial supervision;
  • knowledge of Hadoop and its ecosystem, as well as R and Stata;
  • familiarity with a broad range of the standard databases providing macroeconomic and financial data (e.g. Datastream, Bloomberg, Bankscope, Haver Analytics, Dealogic, SNL, etc.) and official financial sector statistics (e.g. those produced by the ECB, Eurostat and the Bank for International Settlements).

The contract offered will be short-term ESCB/IO, the appointment being for 24 months as of the exact starting date of the selected person, extendable to up to 36 months.
