Your team

You will be part of the Compliance and Governance Division in the Directorate General Secretariat. Our Division, comprising 20 members of staff, supports the Executive Board and the Chief Compliance and Governance Officer in protecting the integrity and reputation of the ECB. To this end, we promote ethical standards of behaviour within the institution and measures to strengthen its accountability and transparency. 

In the area of governance, the Compliance and Governance Division is responsible for: 
  • developing and implementing the ECB’s document access regime and conducting regular reviews to ensure that it remains up to date;
  • coordinating requests and queries received from the European Ombudsman;
  • performing the secretariat function for the ECB’s Audit Committee.

In the area of compliance, the Compliance and Governance Division is responsible for: 
  • developing and implementing the ECB’s ethics regime and conducting regular reviews to ensure it remains up to date;
  • taking the necessary measures to promote and monitor compliance with the ECB’s ethics regime, including providing ongoing training and individual advice and guidance;
  • developing and implementing the ECB’s policies regarding whistleblowing and protection from retaliation, and conducting regular reviews to ensure they remain up to date;
  • performing the secretariat function for the ECB’s Ethics Committee for ECB high-level officials;
  • supporting the enhancement and harmonisation of ethics and compliance standards within the Eurosystem and the Single Supervisory Mechanism (SSM);
  • supporting the Ethics and Compliance Officers Conference, a forum in which Eurosystem and SSM chief compliance or ethics officers can draw on practical experience to further enhance and harmonise ethics and compliance standards at the Eurosystem and European banking supervision levels.

Your role

As a Compliance and Governance Officer you will:
  • Assess requests for access to ECB documents and respond to questions about the implementation of the ECB’s ethics rules, and ensure that the ECB performs its tasks in line with the applicable legal frameworks;
  • Provide legal analysis and advice on all legal aspects of the ECB’s confidentiality, transparency and ethics policies in a multi-jurisdictional environment, taking into account the legal doctrine and jurisprudence; 
  • Develop and implement legally binding institutional frameworks, as well as legal acts to be issued by, or policies on issues related to the functioning of, the ECB, European System of Central Banks (ESCB) and SSM in the areas of confidentiality, transparency and ethics;
  • Research, prepare and/or review legal opinions, assessments and briefings, ensuring they are presented in a clear and concise manner, and contribute to the preparation of policy decision-making and communication;
  • Handle requests/queries in relation to issues of good administration and provide assessments and advice;
  • Assist in the preparation of and follow-up to the work of the Audit Committee, the Ethics Committee and the Ethics and Compliance Officers Conference;
  • Liaise with counterparts in the ECB, Eurosystem and SSM with a view to building and maintaining productive relationships with internal and external stakeholders and creating value for the ECB through collaborative exchanges that reach across hierarchies, specialisations and organisational units.

Qualifications, experience and skills

Essential: 
  • a master’s degree or equivalent in law (see How you can join us for details on degree equivalences);
  • in addition to the above, at least seven years’ professional legal experience, of which a minimum of three years’ experience should have been acquired in the areas of transparency (access to documents) and/or ethics within the Eurosystem, ESCB and SSM, an EU institution or body, or an international organisation;
  • a clear understanding of the mission, tasks and responsibilities of the ECB;
  • sound and broad knowledge of the institutional framework of the Eurosystem, ESCB and SSM, as well as the international and EU regulatory framework applicable to financial markets;
  • excellent drafting skills;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired: 
  • a thorough understanding of key policy issues concerning the ECB’s activities and their context within the Eurosystem, ESCB, SSM and European Union;
  • a sound knowledge of the ECB’s confidentiality and transparency regime and the ECB’s ethical provisions, as well as trends and best practices in institutional and governance matters;
  • the ability to assess and summarise complex policy issues and present them in a form that is appropriate for the addressees.

Further information

The contract offered will be fixed-term, the appointment being until the end of 2025. 

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
