Your team

You will be part of the Prudential Domain Services Division in the Directorate General Information Systems. We are a team of around 60 IT professionals delivering tailored IT solutions to help ECB Banking Supervision fulfil its mandate.

These solutions include the Information Management System (IMAS) for the Single Supervisory Mechanism, the system of banking supervision in Europe, comprising the ECB and national supervisory authorities. IMAS supports 5,000 supervisors across Europe in their day-to-day work across the full supervisory cycle,  which includes planning, carrying out and following up on activities such as assessing how banks manage risks related to liquidity, funding or cybersecurity.

Supervisors use IMAS to register supervisory findings and related recommendations, and to monitor their implementation. The system also benefits from a dedicated data warehouse solution, the IMAS Data Reporting and Analytics (IDRA) database. This allows supervisors to carry out in-depth analysis supervisory data.

Our portfolio additionally includes the Supervisory Banking (SUBA) data system and the supervisory technology (suptech) programme. SUBA collects and disseminates supervisory data and is currently being upgraded. The suptech programme aims to use the most up-to-date, innovative technology to support banking supervision by radically improving existing supervisory tools or developing better ones. This programme contributes to the digitalisation of reporting and regulatory processes, making banking supervision more effective and increasing its capabilities.

In your role as a Business Analyst, you will perform detailed requirements analysis, document processes and carry out some user acceptance testing. You will work closely with ECB Banking Supervision, particularly the Technology and Innovation Division.

Your role

As a Business Analyst you will:

  • coordinate work with other project teams and stakeholders (developers and business customers), managing alignment meetings, project timelines, resolution of defects and input into the product backlog;
  • work with various stakeholders to gather and validate regulatory requirements and translate them into concise functional specifications; 
  • liaise with business users to analyse and document functional and non-functional business requirements, user stories, etc.; 
  • advise the development team on the creation of technical designs and support business users in reviewing them;
  • contribute to the end-to-end design process and continuous improvement of the service;
  • coordinate functional tests and produce test results;
  • contribute to the overall delivery approach in the Division to further improve both agility and time-to-market for existing and new applications and features;
  • liaise with architects and counterparts in other project teams on new solutions for system components that are integrated with other ECB systems;
  • manage relationships both with internal IT counterparts and with external organisations that use the Division’s and other ECB/European System of Central Banks services, including ensuring coordination and alignment, organising meetings and managing invoicing, contractual and legal tasks;
  • contribute to the various phases of the procurement procedure, including drafting procurement material for tendering processes and monitoring budgets, commitments and purchases.

Qualifications, experience and skills

Essential: 

  • a bachelor’s degree or equivalent in economics, business administration, computer science, engineering, mathematics, physics or another relevant field (see How you can join us for details on degree equivalences);
  • in addition to the above, a minimum of three years’ experience in the field of business analysis, information management, procurement, resource management, budget monitoring or IT project execution processes;
  • experience using and configuring application lifecycle management tools for development and testing (e.g. HP Application Lifecycle Management, Jira);
  • experience in coordinating the activities of multiple stakeholders to ensure successful project delivery;
  • experience in project finance and procurement processes, and ideally with IT framework agreements;
  • experience in agile software development, with a focus on Scrum practices;
  • excellent drafting skills and the ability to present complex matters in a way that is easy to understand;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired:

  • experience of working in a finance environment, in a fast-paced multicultural environment or on international projects, or experience of working at European institutions;
  • a good understanding of ECB banking supervision processes and emerging technologies in the supervisory technology field and/or a related field.

Further information

The contracts offered will be fixed-term, the appointment being for 12 months as of the exact starting date of the selected person. Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
