Your team

You will be part of the Prudential Domain Services Division in the Directorate General Information Systems (DG/IS) of the European Central Bank (ECB). We are a team of around 60 IT professionals delivering tailored IT solutions so that European banking supervision can support financial stability and collect supervisory statistics. 
These solutions include the Information Management System (IMAS) of the Single Supervisory Mechanism (SSM). IMAS helps 5,000 supervisors across Europe in their day-to-day work over the full supervisory cycle – including planning, executing and following up on supervisory activities, such as the assessment of how banks manage risks related to liquidity, funding or cybersecurity.
Supervisors use IMAS to register supervisory findings and related recommendations, as well as to monitor their implementation. The system is complemented with a dedicated data warehouse solution (the IMAS Data Reporting and Analytics database – IDRA), which allows supervisors to carry out in-depth analysis and reporting of supervisory data.
Our portfolio also includes the Supervisory Banking (SUBA) data system and the supervisory technology (suptech) programme. SUBA collects and disseminates supervisory data, and is currently being upgraded as part of the SAND project. The suptech programme aims to use the most up-to-date, innovative technology to support the work of banking supervision by radically improving existing supervisory tools or developing better ones. This programme contributes to the digitalisation of reporting and regulatory processes, enhancing effectiveness and increasing banking supervision capabilities.

Your role

We are currently recruiting for four positions:
1. Two Senior Business Analysis Experts (Project Coordination) 
2. One Senior Business Analysis Expert (SUBA/SAND)
3. One Senior Technical Business Analysis Expert

In each of these roles, you will collaborate with developers and business customers to elicit, understand and clarify requirements, with a particular focus on testability, consistency and completeness.

As a Senior Business Analysis Expert (Project Coordination), you will: 
  • coordinate cooperation with other project teams and project stakeholders, including managing alignment meetings and project timelines, defects and input into the product backlog;
  • manage the relationship with IT counterparts in external organisations that use IMAS and other ECB/European System of Central Banks (ESCB) services (e.g. the Single Resolution Board and the European Banking Authority), including coordination and alignment, meeting organisation and managing invoicing, contractual and legal tasks; 
  • liaise with architects and counterparts in other project teams on new solutions for system components that are integrated with other ECB systems;
  • contribute to the various phases of procurement procedure
As a Senior Business Analysis Expert (SUBA/SAND), you will: 
  • collaborate with various stakeholders to gather and validate regulatory requirements and translate them into concise functional specifications;
  • analyse and document functional and non-functional business requirements, user stories, etc. by actively liaising with business users;
  • advise the development team on the creation of technical designs and support business users in reviewing them;
  • coordinate functional tests and produce test results;
  • support the drafting of procurement materials for tendering processes.

As a Senior Technical Business Analysis Expert, you will:
  • help the IMAS business team with technical IMAS project tasks and, if required, develop tactical solutions (e.g. SQL scripts or changes to system configurations) to protect system uptime, and ensure that the supervisory information in IMAS is of a high quality and consistent, adapting the system to constantly changing supervisory environments;
  • work closely with the IMAS business team on data requirements and use cases;
  • model and develop prototypes for data solutions;
  • demonstrate data analysis tools for business end users;
  • analyse defects (including at the level of the SQL database) and create solutions.

Qualifications, experience and skills

You will bring to these Senior Business Analysis Expert (project coordination) roles:
  • a master’s degree or equivalent in computer science, engineering, mathematics, physics or another relevant field (click here for details on degree equivalences);
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages;
  • a minimum of seven years’ relevant professional experience in business analysis;
  • extensive experience in leading and coordinating the activities of multiple stakeholders to ensure successful project delivery;
  • experience of working closely with senior management;
  • excellent drafting skills and the ability to present complex matters in a way that is clear and easy to understand;
  • working knowledge of SSM business processes;
  • experience in agile software development, with a focus on Scrum practices.

You will bring to this Senior Business Analysis Expert (SUBA/SAND) role:
  • a master’s degree or equivalent in computer science, engineering, mathematics, physics or another relevant field (click here for details on degree equivalences);
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages;
  • a minimum of seven years’ relevant professional experience in business analysis;
  • experience of working closely with senior management;
  • professional experience with Implementing Technical Standards data, COREP Guidelines, FINREP Guidelines, and XBRL or similar banking regulatory reporting frameworks;
  • experience with data modelling techniques for reporting and advanced analytics of regulatory data (e.g. data point models);
  • experience in engaging in activities at the ESCB and SSM levels and relevant in-depth experience in relation to international committees and standardisation bodies in the areas of financial stability and banking supervision; 
  • experience with XBRL taxonomy editor tools (e.g. DPM Architect);
  • experience in using and configuring application lifecycle management tools for development and testing (e.g. HP Application Lifecycle Management, Jira);
  • experience in agile software development, service management procedures and standards (e.g. the ITIL framework and ISO 20000), as well as experience in defining service levels.

You will bring to this Senior Technical Business Analysis Expert role:
  • a master’s degree or equivalent in computer science, engineering, mathematics, physics or another relevant field (click here for details on degree equivalences);
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages;
  • a minimum of seven years’ relevant professional experience in business analysis;
  • experience in programming (e.g. Python) and development of SQL queries/scripts;
  • experience in the modelling, processing, transformation, integration and analysis of complex data structures;
  • working knowledge of SSM datasets such as the Supervisory Review and Evaluation Process dataset;
  • working knowledge of artificial intelligence/machine learning techniques.

For the Senior Technical Business Analysis Expert role: the contract offered will be fixed-term until 31 December 2021, which may be extended subject to individual performance and organisational needs. 

For all other roles: the contract offered will be fixed-term, which may be converted into a permanent one after three years subject to individual performance and organisational needs.

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
