Your team
You will be part of the Investigations team in the Audit Support and Investigations Division in the Directorate Internal Audit. Our Directorate has around 35 staff and provides independent and objective assurance services, reporting directly to the Executive Board. We help the ECB to achieve its objectives by ensuring a systematic approach to evaluating and improving the effectiveness of risk management, control and governance processes. All activities, operations and processes at the ECB may be subject to internal auditing.
The Audit Support and Investigations Division manages all service and support processes for internal audits and the Internal Auditors Committee (IAC) of the European System of Central Banks. Within the Division, the Investigations team is responsible for conducting administrative inquiries and investigations, including IAC investigations and follow-ups. The Investigations team also manages the ECB’s internal whistleblowing tool for reporting possible breaches of professional duties and carries out assessments of the reported information and accompanying evidence.

Your role
As Audit Analyst you will:
- help review and assess complaints and allegations of breaches of professional duties, for example by preparing case files, researching precedents and case-law and organising meetings with the parties involved;
- contribute to the drafting of preliminary assessments in the context of complaints and allegations of breaches of professional duties;
- assist with investigative research into allegations of breaches of professional duties, establishing facts and circumstances with full supporting documentation;
- support the proper application of due process principles and the further development and implementation of guidelines and practices for conducting effective investigations;
- help prepare and deliver high-quality and timely briefing material for management as required.

Qualifications, experience and skills
Essential:
- a bachelor’s degree or equivalent in law or another relevant field (see How you can join us for details on degree equivalences);
- in addition to the above, at least one year of relevant professional experience involving tasks and assignments in areas such as assessment of complaints and allegations of breaches of professional duties, administrative inquiries concerning staff members, legal advice, IT forensics, forensic accounting and public prosecution and/or fraud investigations;
- experience in working with multiple stakeholders, tasks or processes;
- an ability to analyse complex cases and reports, and translate them into clear, concise assessments for management;
- strong drafting and presentation skills, with the ability to prepare clear, concise presentations and briefings for diverse audiences;
- an advanced command (C1) of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
Desired:
- an understanding of the tasks and functions of central banking, banking supervision and/or financial institutions, preferably combined with practical experience in this field;
- a sound knowledge of civil service law and/or employment law and related case-law and doctrine;
- additional relevant professional training and/or certification, for example, data protection officer or fraud examiner certification.

Further information
Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
The contract offered will be fixed-term, the appointment being for 13 months as of the exact starting date of the selected person.
